Based on Subsection 2, Section C, Part II of the Administrative Procedures issued with Decision 3191/QD-BCA in 2023, the composition of the application for the renewal of the Certificate of Eligibility for Security and Order is regulated as follows:
- A written request for the renewal of the Certificate of Eligibility for Security and Order of the business establishment (Form No. 03 in the Appendix issued with Decree No. 96/2016/ND-CP);
- Valid copies of documents proving the changes in the information recorded on the Certificate of Eligibility for Security and Order (if any);
- Documents specified in Clause 4, Article 19 of Decree 96/2016/ND-CP in case of changing the person named in the Certificate of Eligibility for Security and Order of the business establishment;
- The original Certificate of Eligibility for Security and Order that has been issued.

Based on Subsection 2, Section C, Part II of the Administrative Procedures issued with Decision 3191/QD-BCA in 2023, the procedures for renewing the Certificate of Eligibility for Security and Order are regulated as follows:
Step 1: Organizations or individuals wishing to renew the Certificate of Eligibility for Security and Order submit their applications directly or through postal services to the Department of Administrative Management of Social Order - Ministry of Public Security during working hours of business days in the week, or submit their applications online via the National Public Service Portal or the Ministry of Public Security’s Public Service Portal.
Step 2: The receiving officer checks the information, composition, and validity of the application.
- If the application is valid and complete, it will be accepted for processing, and a receipt will be sent directly, via postal services, through an account on the public service portal, or via email (if any) to the business establishment or the designated person who submitted the application.
- If the application is invalid or incomplete, it will not be accepted, and a guidance sheet for completing the application will be sent directly, via postal services, or via email (if any) to the business establishment or the designated person who submitted the application.
- If the application does not meet the conditions, it will not be accepted, and the reasons for refusal will be clearly stated. A notice of the application not meeting the conditions will be sent directly, via postal services, through an account on the public service portal, or via email (if any).
Step 3: On the date specified on the application receipt, the organization or individual comes to the place where the application was submitted to receive the results of the Certificate of Eligibility for Security and Order or receives the results via postal services after completing the evaluation fee payment.
The applicant may choose one of the following methods to perform:
- Submit the application directly at the headquarters of the Department of Administrative Management of Social Order - Police Department of provinces and centrally-run cities;
- Submit the application via postal services;
- Submit the application online through the National Public Service Portal or the Ministry of Public Security’s Public Service Portal.
Which organizations or individuals in business sectors must carry out the procedures for renewing the Certificate of Eligibility for Security and Order?
Based on Subsection 1, Section C, Part II of the Administrative Procedures issued with Decision 3191/QD-BCA in 2023, the entities required to carry out the procedures for renewing the Certificate of Eligibility for Security and Order include:
- Manufacturing seals; businesses in sectors using industrial explosives; manufacturing, buying, and selling military uniforms, insignia, badges, ranks, and numbers of the People’s Army and People’s Public Security.
- Businesses dealing in machines and equipment (including components, spare parts, production equipment): devices for checking the speed of motor vehicles on roads; GSM phone monitoring devices and other mobile phone monitoring devices; devices for checking alcohol levels; betting service businesses; and printing service businesses.
- Businesses dealing in equipment that causes interference, disrupts mobile information waves; businesses providing cosmetic surgery services; nightclub service businesses; lodging service businesses; security service businesses.
- Business establishments under the military and public service providers with fees from central and provincial agencies and organizations in their management areas.
- Other business establishments not yet specified in Point a, Clause 1, and Clause 3, Article 24 of Decree 96/2016/ND-CP; business establishments authorized by the Department of Administrative Management of Social Order of the Ministry of Public Security through written documentation.
