Procedures for Recognizing High Schools as National Standard Schools According to the Regulations of the Ministry of Education and Training
Based on sub-item 1 Section B of the Administrative Procedures promulgated together with Decision 2108/QD-BGDDT in 2021 guiding the procedures for recognizing high schools as national standard schools according to the regulations of the Ministry of Education and Training as follows:
(1) High schools submit dossiers
The Department of Education and Training has the responsibility to:
- Receive, check the registration dossier for external evaluation from the high school within the managed area and inform the high school whether the dossier is accepted or requires further completion;
- Send the accepted external evaluation registration dossier from the high school to the provincial Department of Education and Training.
The provincial Department of Education and Training has the responsibility to:
- Receive and check the external evaluation registration dossier from the subordinate Departments of Education and Training and inform them whether the application is accepted for external evaluation or requires further completion;
- Receive and check the external evaluation registration dossier from the high schools within the managed area and inform them whether the application is accepted for external evaluation or requires further completion;
- Establish an external evaluation team and implement steps in the external evaluation process within 03 months from the date of informing the Departments of Education and Training or high school that the dossier has been accepted for external evaluation.
(2) The external evaluation process for high schools includes the following steps:
- Review the evaluation dossier.
- Conduct a preliminary survey at the high school.
- Conduct an official survey at the high school.
- Draft an external evaluation report.
- Collect feedback from the high school on the draft external evaluation report.
- Finalize the external evaluation report.
(3) After reaching a consensus within the external evaluation team, they will send the draft external evaluation report to the high school for feedback.
Within 10 working days from receiving the draft external evaluation report, the high school must send an official letter to the external evaluation team stating their agreement or disagreement with the draft report; in case of disagreement, reasons must be clearly specified.
Within 10 working days from receiving the feedback from the high school, the external evaluation team must inform the high school in writing about the feedback considered or retained, specifying reasons in case of retaining feedback. Within the next 10 working days from notifying the high school about the feedback considered or retained, the external evaluation team will complete the external evaluation report and send it to the Department of Education and Training and the high school.
If within 10 working days from receiving the draft external evaluation report the high school provides no feedback, it will be considered as agreement with the draft report. Within the next 10 working days, the external evaluation team will complete the external evaluation report and send it to the Department of Education and Training and the high school.
Within 20 working days from receiving the report from the external evaluation team, the Director of the provincial Department of Education and Training will recommend the Chairman of the Provincial People's Committee to issue a decision to grant the Certificate of National Standard School to the high school.
Procedures for Recognizing High Schools as National Standard Schools According to the Regulations of the Ministry of Education and Training
What is the Age of High School Students?
Based on Article 33 of the Regulations promulgated together with Circular 32/2020/TT-BGDDT, the following provisions apply:
Age of High School Students
1. The age of students entering grade 6 is 11 years old. The age of students entering grade 10 is 15 years old. For students skipping grades in previous education levels or entering at an age higher than the prescribed age, the age to enter grades 6 and 10 will decrease or increase based on the age of graduation from the previous education level.
2. Ethnic minority students, students with disabilities, students in particularly difficult circumstances, or students returning from abroad can enter education levels up to 3 years older than the prescribed age.
3. Students may not be held back more than three times during one educational level.
4. Students with good physique and early intellectual development can enter school ahead of age or skip grades within the education level. The consideration for each specific case is conducted as follows:
a) Parents or guardians submit an application to the school.
b) The principal establishes a survey and advisory council including basic components: representatives of the school leadership and the Parent-Teacher Association; teachers of the student's class.
c) Based on the survey results of the survey and advisory council, the principal will consider and decide.
5. Students within the prescribed age returning from abroad and children of foreigners working in Vietnam can study at high schools in their place of residence or outside their residence if the school can accommodate them. Consideration for each specific case is conducted as follows:
a) Parents or guardians submit an application to the school.
b) The principal organizes a survey of the student's ability and places them in an appropriate class.
Thus, the age of high school students is implemented according to the above regulations.
The age to enter grade 6 is 11 years old and the age to enter grade 10 is 15 years old. For students who skip grades in previous education levels or enter at an age higher than the prescribed age, the age to enter grades 6 and 10 will decrease or increase based on the age of graduation from the previous education level.
What are the Duties of High School Students?
Based on Article 34 of the Regulations promulgated together with Circular 32/2020/TT-BGDDT regulating the duties of high school students as follows:
- Perform learning and training tasks according to the school's educational program and plan.
- Respect parents, staff, teachers, school employees, and elders; unite and help each other in learning and training; comply with school regulations and national laws.
- Train their physique and maintain personal hygiene.
- Participate in collective activities of the school, class, the Ho Chi Minh Young Pioneer Organization, and the Ho Chi Minh Communist Youth Union; help their families, participate in labor and social activities, environmental protection activities, and ensure traffic order and safety.
- Maintain and protect school and public property; contribute to building, protecting, and promoting the school's tradition.
