Procedure for Nominating the People's Physician and Excellent Physician Titles
Order of Proposal for Conferring the Titles "People's Physician" and "Excellent Physician"
On May 23, 2023, the Ministry of Health issued Decision 2273/QD-BYT announcing administrative procedures in the field of Emulation and Commendation under the management function of the Ministry pursuant to Decree 41/2015/ND-CP on the conferring of the titles "People's Physician" and "Excellent Physician".
The order of proposal for conferring the titles "People's Physician" and "Excellent Physician" is specified in sub-section 1, Section I, Part II of administrative procedures issued together with Decision 2273/QD-BYT of 2023 as follows:
Step 1: Individuals proposing for conferment themselves or authorizing other individuals or organizations to compile the dossier for conferment as stipulated in clause 1, Article 18 of Decree 41/2015/ND-CP and submit the dossier directly or via post to the grassroots council (through the Standing Committee of the Council).
Step 2:
The Standing Committee of the grassroots council, grassroots council executes its duties.
Step 3:
- The Ministry and provincial councils receive dossiers from grassroots councils.
- The Standing Committee of the Ministry and provincial councils receive and evaluate the components and validity of documents in the dossiers presented by the grassroots councils; receive, review, and report to the authorized person regarding complaints and suggestions related to the conferment of titles; send documents stipulated at Points e and g, Clause 2, Article 18 of Decree 41/2015/ND-CP to council members and organize council meetings.
- The Ministry and provincial councils perform their tasks.
- The Ministry Council sends dossiers for conferring the title "People's Physician" to the Party Committee of the Ministry for opinions, and the provincial councils send dossiers for conferring the title "People's Physician" to the Standing Provincial or City Party Committee for opinions before presenting to the State Council.
Step 4:
- The State Council receives dossiers from the Ministry and provincial councils.
- The Standing Committee of the State Council receives and evaluates the components and validity of documents in the dossiers presented by the Ministry and provincial councils; receive, review, and report to the authorized person regarding complaints and suggestions related to the conferment of titles; send documents stipulated at Point e and g, Clause 2, Article 18 of Decree 41/2015/ND-CP to council members and organize council meetings.
Step 5:
The State Council performs the following tasks:
- Meeting and casting secret ballots to select individuals meeting the standards for conferring the titles "People's Physician" and "Excellent Physician". Individuals achieving 90% or more of the total council members' supporting votes will be included in the list sent to the Central Emulation - Commendation Board for appraisal and submission to the Prime Minister to consider proposing to the President.
- Publicly notify the selection results on the Government of Vietnam's Web Portal, the Ministry of Health's Web Portal, the Health and Life Newspaper within 15 working days.
- In case of complaints or suggestions, the council is responsible for reviewing and reporting to the authorized person for handling according to legal regulations;
- After the notification period, the State Council completes the conferment dossier and presents it to the Minister of Health. The Ministry of Health sends it to the Central Emulation - Commendation Board for appraisal and submission to the Prime Minister to consider proposing to the President.
Order of Proposal for Conferring the Titles "People's Physician" and "Excellent Physician"
Components of Individual Dossier Proposing for Conferring the Titles "People's Physician" and "Excellent Physician"
Based on sub-section 1, Section I, Part II of administrative procedures issued together with Decision 2273/QD-BYT of 2023, the individual dossier proposing for conferring the titles "People's Physician" and "Excellent Physician" includes:
- A declaration of achievements proposing for conferring the titles "People's Physician", "Excellent Physician";
- Documents proving achievements in professional activities, scientific research, and contributions to the cause of protecting, caring for, and enhancing people's health including:
+ Certified copies in case the individual submits the dossier via post.
+ Or photocopies accompanied by the originals for comparison when the individual submits directly at the Standing Committee of the grassroots council for certification documents.
+ Or decisions awarding orders, medals, awards, honorable state titles, and other forms of emulation, commendation;
+ Decisions recognizing the results of the Scientific and Technological Councils, invention certificates, or initiative certificates granted by the competent authorities.
Criteria for Conferring the Title "People's Physician"
Based on Article 9 of Decree 41/2015/ND-CP, the title "People's Physician" is conferred to physicians who have been awarded the title "Excellent Physician" and meet the following standards:
- Loyal to the Socialist Republic of Vietnam; well comply with the guidelines and policies of the Communist Party and the laws of the State, organizational regulations of the agencies, units, or localities.
- Have good ethical qualities, dedicated to the profession, wholeheartedly caring for patients, trusted and respected by people, patients, and colleagues.
- Have talents and many outstanding achievements in disease prevention and treatment, development of medical science and technology, much contribution to the cause of protecting and enhancing people's health. Specifically:
+ Leading at least one project, science and technology topic, project at the Ministry or provincial level and above that has been accepted; or leading at least one healthcare application initiative recognized by the Ministry or provincial Innovation Council; or being the author or co-author of at least one patented healthcare invention recognized by the Intellectual Property Department, Ministry of Science and Technology.
+ Awarded the Labor Order or the Order of Defending the Fatherland or the Order of Military Exploit from third class or above or awarded the title of National Emulative Soldier or awarded the Prime Minister's Certificate of Merit and achieved the title of Emulative Soldier at the Ministry or provincial level at least twice.
- Have at least 20 years of direct professional and technical work in the healthcare sector; for health management officials, the working duration must be 25 years or more in which there are at least 15 years or more of direct professional and technical work.
