Procedure for Issuing Certificates of Eligibility for Business in Sports Activities for the Sport of Rock Climbing

On March 28, 2024, the Ministry of Culture, Sports, and Tourism issued Decision 775/QD-BVHTTDL announcing the amended and supplemented administrative procedures in the field of Physical Education and Sports under the management authority of the Ministry of Culture, Sports, and Tourism.

According to Section 30, Part II of Decision 775/QD-BVHTTDL 2024 which stipulates the procedure for issuing certificates of eligibility for business in sports activities for the sport of rock climbing, the procedures and methods are as follows:

- Enterprises submit dossiers via postal mail, electronically, or directly to the specialized agency on physical education and sports under the provincial People's Committee where the sports business location is registered or where the enterprise's head office is located if the enterprise has multiple sports business locations.

- The specialized agency on physical education and sports under the provincial People's Committee (hereinafter referred to as the certifying agency) issues a dossier receipt to the enterprise.

- If the dossier needs modifications or supplements, the certifying agency will notify directly or in writing the contents that need to be modified or supplemented to the enterprise within 03 working days from the date of receipt of the dossier.

Thus, organizations applying for the certificate of eligibility for business in sports activities for the sport of rock climbing must follow the above administrative procedures to be considered and issued the certificate of eligibility for business.

- Application for the Certificate of Eligibility for Business in Sports Activities

- Copy of the Business Registration Certificate;

- Summary of the conditions preparation for business.

What conditions must be met to be granted a Certificate of Eligibility for Business in Sports Activities for the sport of rock climbing?

According to Section 30, Part II of Decision 775/QD-BVHTTDL 2024, the requirements and conditions for organizations applying for the Certificate of Eligibility for Business in Sports Activities for the sport of rock climbing are as follows:

(1) Training and competition facilities for artificial rock climbing

- Climbing walls:

+ For lead climbing and top-rope climbing walls:

++ Ensure a height of at least 4.5m for training activities;

++ Ensure a height of at least 8m for provincial, city, and club competitions;

++ Ensure a height of at least 12m for national competitions.

+ For bouldering walls:

++ Height does not exceed 4.5m and has ground protective padding;

++ For wall heights up to 3m: Ground padding at least 12cm thick with elasticity;

++ For wall heights from 3m to 4.5m: Ground padding at least 20cm thick with elasticity.

- Holds on climbing walls must be secure and non-rotating, meeting the standards of the International Federation of Sport Climbing.

- The climbing wall frame structure must support the full load of the climbing wall and the impact force of climbers.

- There must be regulations regarding training hours, training attire, and safety measures during training and competitions.

- There must be sanitary areas, changing rooms, and places for personal belongings for trainees.

(2) Training and competition facilities for natural rock climbing

- Climbing faces:

+ For lead climbing and top-rope climbing faces: Pre-fixed routes on the climbing face, safety anchors installed as per the manufacturer's guidelines and meeting International Federation of Sport Climbing standards.

+ For bouldering faces:

++ Ensure height does not exceed 4.5m and has ground protective padding on flat terrain;

++ For heights up to 3m: Ground padding at least 12cm thick with elasticity;

++ For heights from 3m to 4.5m: Ground padding at least 20cm thick with elasticity.

- Regulations on training hours, training attire, and safety measures during training and competitions, and instruction boards placed at easily recognizable locations in the climbing area. The instruction board includes a map of the climbing area, climbing area boundaries, the contact number of the climbing manager, and emergency contact instructions.

(3) Training and competition equipment

- Specialized climbing shoes, climbing ropes, harnesses, carabiners, belay devices, helmets, chalk bags, auxiliary ropes depending on the type of climbing. Climbing equipment must meet the standards of the International Federation of Sport Climbing.

- Ensure communication between climbers, instructors, the operational staff at training, competition locations, and medical facilities.

(4) Training intensity, instructional guidance, and rescue

- Each instructor shall supervise no more than 15 trainees per hour.

- Rescue personnel must be on duty ensuring a ratio of 1 rescue personnel per 15 trainees.

(4) Specific conditions for enterprises engaging in sports activities requiring an instructor:

- Business households and other organizations wishing to engage in sports activities requiring an instructor must register to establish an enterprise.

- Enterprises engaging in sports activities providing instructional services or engaging in sports activities listed in the mandatory instructor list by the Minister of Culture, Sports, and Tourism must meet the following conditions:

- The specialized personnel of the sports business enterprise includes:

+ Instructors must meet one of the following conditions:

++ Be a coach or athlete of at least level 2 or equivalent suitable for the registered sports business activities;

++ Have a qualification in physical education and sports from the intermediate level or higher suitable for the registered sports business activities;

++ Trained in sports according to the regulations of the Minister of Culture, Sports, and Tourism.

(5) Specific conditions for enterprises engaging in high-risk sports activities:

- Business households and other organizations wishing to engage in high-risk sports activities must register to establish an enterprise.

- Enterprises engaging in sports activities listed in the high-risk sports activity list by the Minister of Culture, Sports, and Tourism must meet the following conditions:

- Have sufficient specialized personnel, including:

+ Instructors must meet one of the following conditions:

++ Be a coach or athlete of at least level 2 or equivalent suitable for the registered sports business activities;

++ Have a qualification in physical education and sports from the intermediate level or higher suitable for the registered sports business activities;

++ Trained in sports according to the regulations of the Minister of Culture, Sports, and Tourism.

+ Rescue personnel;

+ On-duty medical staff or an agreement with the nearest medical facility for medical staff to provide first aid and emergency care for participants in high-risk sports activities when necessary.

Thus, organizations applying for the certificate of eligibility for business in sports activities for the sport of rock climbing must follow the above administrative procedures to be considered and issued the certificate of eligibility for business.
