Process for Appointment and Nomination of Cadres from Local Sources

Based on Clause 1, Article 21 of Regulation 80/QD-TW in 2022, the process for appointment and nomination of cadres from local sources is stipulated as follows:

The appointment process comprises 5 steps; composition of the meetings at each step is regulated in Annex 2 of Regulation 80/QD-TW in 2022; each meeting can only proceed when at least 2/3 of the summoned members are present.

Step 1: Review and Approve the Cadre List

Based on the policies, task requirements, and planned cadre sources, the head, in collaboration with the collective leadership, reviews, evaluates, and agrees on the structure, quantity, standards, conditions, and personnel process; concurrently, reviews the evaluation results for each planned cadre (including those planned for equivalent positions or higher), approves the list of personnel meeting the standards and conditions for progression to the next step.

Step 2: Collecting Nominations

Based on the quantity, structure, standards, conditions, and approved personnel list from Step 1, the head exchanges and guides the appointment or nomination direction in line with local or unit requirements for the meeting to discuss and nominate personnel by secret ballot (the ballot results are not announced at this meeting).

Step 3: Discussion and Voting

On the basis of the personnel nominations from Step 2, the meeting discusses and nominates personnel by secret ballot.

Principles of nomination and selection: Each member nominates one person for one position from the nominees in Step 2, or nominates another person who meets the established standards and conditions. The person who receives the highest number of votes exceeding 50% of the total summoned members is selected.

If no one receives over 50% of the nomination votes, all those receiving 30% or more of the votes are selected for the next step’s nominations (the ballot results are announced at this meeting).

If no one reaches the 30% threshold, subsequent steps are halted, and the case is reported to the competent authority for review and direction.

If the personnel nominated in this step differ from those in Step 2, the collective leadership meets to thoroughly analyze, carefully consider various aspects, and decide on the personnel to be nominated in the next step (by secret ballot), assuming responsibility for their decision.

The chosen person must garner at least 2/3 of the votes from all collective leadership members as required.

If no one reaches the 2/3 majority, subsequent steps are halted, and the case is reported to the competent authority for review and direction.

Step 4: Organizational Collection of Personnel Nominations Based on the List

The organization collects personnel nominations based on the list from Step 3 (the ballot results are not announced at this meeting).

- Announce the list of personnel nominated in Step 3; summarize their profiles, education, career history; provide evaluations, comments on strengths and weaknesses, development prospects, and expected work assignment areas.

- Fill out the personnel nomination forms (signatures optional).

Step 5: Submit to Competent Authority for Review

Based on the written evaluations and comments from the standing committee of the party committee (or agency’s party committee if there is no standing committee); the results from the meetings; the verification results of emerging issues (if any) concerning the personnel; the collective leadership discusses and votes on the personnel nomination (by secret ballot) to submit to the competent authority for review and decision.

- Decentralization of cadre management.- Evaluation of cadres.- Planning, training, and fostering of cadres.- Selection, assignment, appointment, reappointment, nomination for candidature, re-nomination, designation, transfer, rotation, secondment; promotion, demotion, stripping of rank; relieving from position; temporary suspension, suspension, resignation, dismissal, and removal from position of cadres.- Awards and disciplinary measures for cadres.- Implementation of cadre policies.- Inspection, supervision, and control of power in cadre work.- Resolving complaints and denunciations in cadre work and regarding cadres.

Objectives and Requirements of Cadre Management

Based on Article 2 of Regulation 80/QD-TW in 2022, the objectives and requirements of cadre management are as follows:

- Continuously specifying the guidelines and resolutions of the Communist Party; ensuring rigor, democracy, openness, and transparency in cadre work and management.- Ensuring synchronization, consistency, comprehensiveness, and continuity in cadre work within the political system; objective and impartial evaluation of cadres; correctly selecting and assigning cadres to meet task requirements.- Strengthening the leadership of the Communist Party; enhancing the effectiveness of cadre management and appointment, cadre candidature nomination, contributing to building a team of qualified, competent, and reputable leaders and managers at all levels to meet mission demands.
