3. Procedures and procedures for recognizing conventions and customs are carried out according to the provisions of Articles 20 and 21 of the Law on Grassroots Democracy Implementation and the following regulations:
a) The village head or the head of the residential group shall send a dossier requesting the recognition of the convention or custom to the Commune People's Committee no later than 05 (five) working days from the date of organizing the community meeting to approve the convention or custom or the end date of the period for collecting opinions by vote;
b) After receiving the dossier requesting the recognition of the convention or custom, the Culture - Society official at the commune level presides, cooperates with the Justice - Civil Status official to advise and submit to the Commune People's Committee to issue a recognition decision within no later than 05 (five) working days from the date of receipt of the complete dossier; in necessary cases, the Culture - Society official requests the Chairman of the Commune People's Committee to chair a meeting with the Vietnam Fatherland Front Committee at the commune level, the village head, the head of the residential group, and the head of the Front Work Committee in the community to consider and decide on the recognition. The recognition decision on conventions and customs is implemented according to Form No. 03 in the Appendix issued together with this Decree.
In the case of non-recognition of conventions and customs, the Commune People's Committee must respond in writing and state clearly the reasons.

Thus, according to the above provisions, the procedures and procedures for recognizing conventions and customs are carried out as follows:

b) The resolution or minutes of the meeting or the minutes of collecting opinions on the convention or custom according to Form No. 02 in the Appendix issued together with this Decree;
c) The approved draft convention or custom.

When are conventions and customs suspended entirely?
Pursuant to the provisions of Article 12 of Decree 61/2023/ND-CP, the regulations on Suspension of implementing conventions and customs are as follows:
Suspension of implementing conventions and customs
1. Conventions and customs are suspended entirely in the case specified at point a or partially in the cases specified at points b and c of this clause:
a) Not complying with the regulations on the procedures for drafting, collecting opinions, and approving as stipulated in Articles 8, 9, and 10 of this Decree;
b) Having content that is not suitable for the purpose, principles of constructing and implementing conventions and customs as stipulated in Articles 3 and 4 of this Decree;
c) Having content that is not suitable for the principles of constructing and implementing conventions and customs as stipulated in Article 4 of this Decree, which, if applied, will cause damage or seriously affect the reputation of the community.

Thus, according to the above regulations, conventions and customs are suspended entirely if they do not comply with the regulations on the procedures for drafting, collecting opinions, and approving according to the following regulations:
- Regulations on drafting the content of conventions and customs.- Regulations on collecting opinions on the draft conventions and customs.- Regulations on approving conventions and customs.
