Principles for Military Vehicle Modification Regulated from January 15, 2024
As stipulated in Article 6 of Circular 95/2023/TT-BQP, the modification of military vehicles must adhere to the following principles:
(1) The vehicle's frame must not be replaced. Only the length can be altered or the original frame can be reinforced without changing the original wheelbase, except for trailers and semi-trailers.
(2) Each motor vehicle can only modify or replace the engine and no more than 03 (three) systems, assemblies out of 07 (seven) systems, assemblies of the original vehicle, specifically:
- Drivetrain system (clutch, gearbox, driveshaft, main axle);
- Movement system (wheel);
- Suspension system;
- Braking system;
- Steering system;
- Cabin, cargo box, or dump box;
- Electrical system (for electric cars: Battery Energy Storage System (BESS), management system: charge status indicator, battery temperature control, electronic converter, motor and controller; wiring and connectors; external charging system if equipped; charging port on the vehicle).
(3) Each specialized motorbike can only modify or replace the engine and no more than 04 (four) systems, assemblies out of 08 (eight) systems, assemblies of the original vehicle, specifically:
- Drivetrain system (clutch, gearbox, driveshaft, main axle, hydraulic drive);
- Movement system (wheel, inactive axle, mobility motor);
- Suspension system;
- Braking system;
- Steering system;
- Electrical, electro-hydraulic, automated systems;
- Cabin, vehicle body;
- Specialized equipment.
(4) Must ensure conformity with technical standards, legal regulations, and the Ministry of Defense's requirements regarding technical safety, environmental protection, and state secrets.
(5) The total mass of the military vehicle after modification must ensure stability and safety criteria as per the Road Traffic Law.
(6) The size limit of the military vehicle after modification must not exceed the size limits prescribed by the Road Traffic Law.
(7) Military vehicles after modification must be registered in accordance with the law.

According to Article 11 of Circular 95/2023/TT-BQP, the execution of military vehicle modification is regulated as follows:

1. Units, Organizations Executing Military Vehicle Modifications
a) Organizations with legal status, registered business in the field of construction modification, manufacturing, assembling road motor vehicles.
b) Units within the Ministry of Defense with the function and duty of executing military vehicle modifications.
2. The execution of military vehicle modifications must adhere to the design documents approved by the competent authority.
3. Units, organizations executing military vehicle modifications defined in Clause 1 of this Article are responsible for the quality of the modified military vehicles.
4. The execution of military vehicle modifications must follow the legal regulations regarding bidding. The case of installing technical equipment on military vehicles must be carried out by a unit within the Ministry of Defense.
Thus, based on the above regulations, the units and organizations responsible for executing military vehicle modifications are:
- Organizations with legal status, registered business in the field of construction modification, manufacturing, assembling road motor vehicles.
- Units within the Ministry of Defense with the function and duty of executing military vehicle modifications.
What Documents Must Military Vehicles Have When Participating in Traffic?
According to sub-item 2.1 of Section 2 of Joint Circular 27/2003/TTLT-BGTVT-BQP, military vehicles participating in traffic are required to have:

2.1. Military vehicles participating in traffic must have: registration certificate, registration number plate, inspection stamp, special permit, and vehicle operation permit issued by a competent authority of the Ministry of Defense.
2.2. Military vehicles and drivers must be subject to checks and controls by the military vehicle inspection force and the road traffic order and safety assurance force within their respective tasks and authority as prescribed.
2.3. Tracked military vehicles participating in traffic under normal conditions must comply with the regulations of the Ministry of Transportation. In urgent mission cases, compliance with the Ministry of Defense's regulations and legal provisions for road and bridge protection and traffic safety is required.
Thus, according to the regulations, military vehicles participating in traffic must have the following documents:
- Registration certificate;- Registration number plate;- Inspection stamp;- Special permit;- Vehicle operation permit issued by a competent authority of the Ministry of Defense.
Circular 95/2023/TT-BQP takes effect on January 15, 2024, and replaces Circular 01/2011/TT-BQP.
