Principles and Basis for Determining the Position of Professional Diplomacy Officials
Circular 01/2023/TT-BNG is applicable to administrative agencies and organizations in the diplomacy sector from central to district levels, including:
(1) Administrative agencies and organizations under the Ministry of Foreign Affairs.
(2) Diplomatic Missions of Vietnam abroad.
(3) Specialized agencies that function as advisors to assist the People’s Committees of provinces and centrally-run cities in managing state diplomacy.
(4) Specialized agencies that function as advisors to assist the People’s Committees of districts in managing state diplomacy.
The principles and basis for determining the position of professional diplomacy officials are stipulated in Article 3 of Circular 01/2023/TT-BNG as follows:
- The position of professional diplomacy officials is determined based on the principles specified in Article 3 of Decree 62/2020/ND-CP dated June 1, 2020, by the Government of Vietnam on job positions and staffing of officials.
- The basis for determining the position of professional diplomacy officials follows the provisions of Clause 1, Article 4 of Decree 62/2020/ND-CP dated June 1, 2020, by the Government of Vietnam on job positions and staffing of officials.
Principles for Determining the Position of Professional Diplomacy Officials
- Compliance with Party regulations and laws regarding job positions, management, and use of official staffing.
- Suitability with the functions, tasks, authority, and organizational structure of the agency or organization.
- Ensuring consistency and synchronization between determining job positions, official rank structure, and the use and management of official staffing.
- Ensuring scientific, objective, public, transparent, democratic nature, and practicality.
- Linking staff reduction with restructuring and improving the quality of the official team in agencies and organizations.
Basis for Determining the Position of Professional Diplomacy Officials
- Functions, tasks, authority, and organizational structure of the agency or organization;
- The complexity, nature, features, scale of operations; scope, target audience; specialized management process according to professional law provisions.

Qualifications for Senior State Diplomatic Specialists
Based on Appendix IIA issued with Circular 01/2023/TT-BNG prescribing qualifications for senior state diplomatic specialists as follows:
- Educational Qualifications
+ University degree or higher in a field of study relevant to the work area (priority given to foreign affairs, diplomacy, foreign languages, etc.).
+ A senior-level political theory diploma or a senior-level political-administrative theory diploma or a certificate of equivalent political theory level issued by a competent authority.
- Training and Certification
+ A training certificate on state management knowledge and skills for senior officials and equivalent ranks or a diploma in senior-level political-administrative theory.
+ Other knowledge: as regulated by the managing agency.
- Experience
+ At least 6 years in the rank of principal specialist or equivalent. In the case of equivalent time to the principal specialist rank, at least 1 year (12 full months) must be spent in the principal specialist rank.
+ While holding the rank of principal specialist or equivalent, the official must have chaired or participated in drafting, appraising at least 2 legal normative documents or research projects, schemes, projects, programs at the grassroots level or higher that were assigned to the agency where the official works for research and development, which have been approved or accepted by competent authorities. Specifically:
++ A decision by a competent person to participate in the drafting committee, editorial team, or drafting team of legal normative documents or an assignment in writing to chair the drafting by a competent person for cases where it is not required to establish a drafting committee, editorial team, or drafting team under the Law on Promulgation of Legal Normative Documents.++ A decision by a competent person to participate in the steering committee, project leading committee, drafting committee for research projects, schemes, projects, state-level, ministerial-level, departmental-level, sectoral-level scientific research programs.
- Personal Qualities
+ Absolute loyalty, confidence, and serious adherence to the guidelines and policies of the Communist Party, the laws of the State, and the regulations of the agency.
+ High responsibility for work, good teamwork and coordination.
+ Other qualities: A clear record, ensuring the standards of the sector.
- Other Requirements
+ Ability to advise, develop, implement, inspect, and appraise policies, resolutions, plans, and solutions related to real-life issues within the scope of the assigned function and task.
+ Capability to materialize and effectively implement the Party's guidelines and the State's policies and laws in the assigned field of work.
+ Ability to propose guidelines, develop internal procedures, and solutions to solve real-life problems related to the function and tasks of the unit.
+ Understanding and applying specialized knowledge in the field of operation and implementation, and skill in handling situations during the process of guiding, inspecting, supervising, advising, proposing, and performing jobs based on job positions.
+ Knowledge of research methods, organizational deployment of research, development of documents, projects, schemes in the specialized field of responsibility.
+ Ability to apply basic and advanced knowledge about the sector, field; skills in presenting, teaching, guiding professional operations in the sector, field.
+ Proficiency in applying knowledge and techniques of document drafting and issuing to work requirements based on job positions.
+ Capability for independent operation.
+ Good health, suitable appearance for diplomatic work.
Authorities of Senior State Diplomatic Specialists
Based on Appendix IIA issued with Circular 01/2023/TT-BNG prescribing the authorities of senior state diplomatic specialists as follows:
- Ensure the provision of equipment and other working conditions according to regulations.
- Provide relevant information related to assigned tasks and authorities.
- Participate in training courses as provided by regulations.
- Receive rewards and honors for excellent task completion.
- Enjoy policies according to statutory regulations.
