Pursuant to Clause 1, Article 11 of the Regulation on the organization and operation of specialized high schools issued together with Circular 05/2023/TT-BGDDT, the standards for principals of specialized schools are stipulated as follows:

In addition to the standards, duties, and rights as stipulated in the Charter of lower secondary schools, upper secondary schools, and multi-level schools, and the professional title standards of upper secondary school teachers, the principal of a specialized school must meet the following standards, duties, and rights:
1. Meet the standards stipulated for selecting core management personnel of general educational institutions, with criteria for foreign language proficiency and information technology application being at a good level.
2. Organize and implement the tasks of the specialized school as specified in Clause 2, Article 2 of this Regulation to achieve the objectives of the specialized school.
3. Preside over the proposal or organization of the recruitment of teachers and staff according to the management hierarchy; propose to the competent authority to remove from the specialized school any teacher or staff who does not meet the task requirements of the specialized school, invite visiting lecturers, and send teachers for training and retraining domestically and abroad.
4. Direct the development of plans to enhance professional capacity, expertise, foreign language, and information technology skills for management personnel, teachers, and staff to meet the objectives and tasks of the specialized school.
5. During each academic year, preside over the organization of at least one (1) specialized seminar as stipulated in Point k, Clause 2, Article 2 of this Regulation.

1. Meet the standards stipulated for selecting core management personnel of general educational institutions, with criteria for foreign language proficiency and information technology application being at a good level.
2. Be responsible for managing and directing tasks assigned by the principal in organizing and implementing the tasks of the specialized school as stipulated in Clause 2, Article 2 of this Regulation to achieve the objectives of the specialized school.
3. During each academic year, participate in organizing at least one (1) specialized seminar as stipulated in Point k, Clause 2, Article 2 of this Regulation.

System of Specialized Schools
1. The system of specialized schools includes specialized schools under provinces and centrally run cities (hereinafter referred to as provincial specialized schools) and specialized schools under higher education institutions.
2. Each province or centrally run city shall have at least one (1) specialized school.
Thus, according to the regulations, there is no upper limit for the number of specialized schools that each province or centrally run city can have.
However, each province or centrally run city must have at least one (1) specialized school.
