Preside over the proposal or organization of the recruitment of teachers and staff according to the management hierarchy; propose to the competent authority to remove from the specialized school any teacher or staff who does not meet the task requirements of the specialized school, invite visiting lecturers, and send teachers for training and retraining domestically and abroad.

4. Direct the development of plans to enhance professional capacity, expertise, foreign language, and information technology skills for management personnel, teachers, and staff to meet the objectives and tasks of the specialized school.

5. During each academic year, preside over the organization of at least one (1) specialized seminar as stipulated in Point k, Clause 2, Article 2 of this Regulation.
