Where to undergo the pre-enlistment military health check according to the latest regulations?

Pursuant to the provisions in Article 7 of Circular 105/2023/TT-BQP regarding the pre-enlistment military health check from January 1, 2024, as follows:

The communal health station carries out the pre-enlistment military health check under the professional and operational direction and guidance of the district-level medical center or the district-level general hospital; and the supervision of the district-level military command.

Contents of the pre-enlistment health check?

According to Article 7 of Circular 105/2023/TT-BQP, the contents of the pre-enlistment military health check are specified as follows:

- Personal and family medical history examination;

- Detect cases of physical inadequacies, deformities, and abnormalities specified in Section I and II of Appendix I issued together with Circular 105/2023/TT-BQP; Diseases exempt from military service registration specified in Section III of Appendix I issued together with Circular 105/2023/TT-BQP.

(3) Pre-enlistment military health check procedure:

Step 1: Based on the recruitment and enlistment plan of the district military service council, the communal military command prepares a list and calls for a pre-enlistment health check for citizens eligible for military service health examination within its management area.

Step 2: Conduct the health screening according to the pre-enlistment health check contents mentioned above.

Step 3: Complete the health information of citizens called for the pre-enlistment health check following Form 2, Appendix V issued together with Circular 105/2023/TT-BQP;

Step 4: Prepare a list of citizens with diseases exempt from military service registration according to Section III of Appendix I issued together with Circular 105/2023/TT-BQP, and report to the communal military service council;

Step 5: Summarize, compile, and report the pre-enlistment health check results according to Forms 2a; Form 2k of Appendix VI issued together with Circular 105/2023/TT-BQP.

What are the latest military service health check contents?

According to Articles 7 and 8 of Circular 105/2023/TT-BQP, the military service health check is conducted in two rounds: Preliminary check and detailed examination.

The military service health check comprises two rounds with the following examination contents:

Round 1: Preliminary health screening for military service:

- The communal health station carries out the preliminary health screening for military service under the professional and operational direction of the district-level medical center or district-level general hospital; supervised by the district-level military command.

- Based on the recruitment and enlistment plan of the district military service council, the communal military command prepares a list and calls for a preliminary health screening for citizens eligible for military service health examination in its management area;

- Conduct the preliminary health screening with the following contents:

+ Examination of personal and family medical history;

+ Detect cases of physical inadequacies, deformities, and abnormalities specified in Section I and II of the Appendix issued together with this Circular; diseases exempt from military service registration specified in Section III of the Appendix issued together with Circular 105/2023/TT-BQP.

Round 2: Detailed medical examination for military service:

- The military service medical examination is carried out by the district-level military service medical examination council as per the provisions in Clause 1, Article 40 of the Military Service Law 2015, including:

- The Chairman of the Council is the Director of the district-level Medical Center or the Director of the district-level General Hospital;

- The Vice Chairman of the Council is the Deputy Director in charge of the professional matters of the district-level Medical Center or the Deputy Director of the district-level General Hospital;

- The Standing Member cum Secretary of the Council is a staff officer executing state management in district-level health;

- The members are officials and employees of the following agencies and units: the district-level Medical Center, district-level General Hospital (if any), district-level medical institution, military medical of the district military command, and representatives of related units; if necessary, additional staff from provincial-level medical institutions or the provincial military command can be mobilized as per the decision of the Chairman of the provincial-level military service council regarding human resources;

- Members of the Council must ensure sufficient departmental and specialty components as specified in Clause 5 of this Article and must have professional practice certificates or licenses appropriate to their tasks in accordance with the law on medical examination and treatment;

- Prepare a list of citizens to be examined;

- Notify the time and place for the health examination (issue a call for health examination);

- Conduct the health examination as per the following contents:

+ Examination of physical health and clinical specialties: Ophthalmology, ENT, dentistry, internal medicine, neurology, psychiatry, surgery, dermatology, obstetrics, and gynecology (for females);+ Subclinical tests: Blood formula; blood group (ABO); liver function (AST, ALT); kidney function (Ure, Creatinine); blood glucose; hepatitis B virus (HBsAg); hepatitis C virus (Anti-HCV); HIV; complete urinalysis (10 parameters); general abdominal ultrasound; electrocardiogram; Chest X-ray; Urine tests to detect drugs. The Chairman of the Council may order additional tests as required for professional accuracy in health conclusions.

Perform in two rounds: Physical and clinical examination and subclinical tests, screening for HIV, drugs. During physical and clinical examination, if any citizen fails to meet any of the health standards specified in Clause 1, Article 4 of Circular 105/2023/TT-BQP, the examining Council member reports to the Chairman of the Council for a decision to stop the examination. Blood and urine tests for HIV and drug screening will only be conducted for citizens who meet the health standards after physical, clinical, ultrasound, electrocardiogram, and chest X-ray examinations.

Organize counseling and HIV testing in accordance with the law on HIV/AIDS prevention and control for those who meet the health standards.

Thus, from January 1, 2024, the military service health check will include the aforementioned contents and will be conducted in two rounds as follows:

- Round 1: Preliminary examination at the communal health station.

- Round 2: Detailed military service health examination at the district-level medical center.
