Plan for Agricultural Vocational Training for Rural Labor in the Period of 2022-2025: Funding and Implementation Mechanisms
Vocational Training Plan for Over 900,000 Rural Agricultural Workers for the Period 2022-2025?
Based on sub-item 2, Section II of the Plan issued together with Decision 3685/QD-BNN-KTHT in 2022 regarding specific objectives in the Vocational Training Plan for agricultural workers in rural areas for the period 2022-2025 as follows:
Specific Objectives
- Vocational training for 910,400 rural workers in agriculture, focusing on increasing the percentage of trained labor with degrees and certificates. To be specific:
+ Providing training for over 17,764 individuals to enhance the capacity of management personnel of agricultural cooperatives to ensure the objective of "80% of cooperative directors are trained at primary vocational level" according to Decision No. 340/QD-TTg dated March 12, 2021, by the Prime Minister of the Government of Vietnam.
+ Training for 892,636 rural workers participating in raw material zones; labor in ethnic minority and mountainous areas. Poor households, near-poor households, newly escaped poverty households; low-income workers aiming to reduce sustainable poverty.
- Pilot training to export agricultural labor under contract.
- Training and enhancing the capacity of those involved in managing and teaching agricultural vocational training.
At the same time, in sub-item 1, Section III of the Plan issued together with Decision 3685/QD-BNN-KTHT in 2022, the training targets are as follows:
Training Targets: 910,400 rural workers at primary and regular levels, of which:
- Assigning training targets to localities for implementation: 898,947 persons.
- The Ministry of Agriculture and Rural Development and mass organizations place orders with vocational training institutions qualified and capable for implementation: 11,453 persons.

Orientation of Vocational Training in the Plan for Agricultural Vocational Training for Rural Workers for the Period 2022-2025?
Based on sub-item 3, Section III of the Plan issued together with Decision 3685/QD-BNN-KTHT in 2022 regarding the orientation of vocational training:
Orientation of Vocational Training
- Training vocations to implement MTQG Programs; programs and projects chaired by the agriculture sector and MARD like:
(1) Conservation and development of Vietnamese craft villages under Decision No. 801/QD-TTg dated July 7, 2022;
(2) The program of each commune one product under Decision No. 919/QD-TTg dated August 1, 2022;
(3) Developing rural tourism under Decision No. 922/QD-TTg dated August 2, 2022;
(4) Scheme to enhance climate change adaptability capabilities of agricultural cooperatives in the Mekong Delta region under Decision No. 854/QD-TTg dated July 19, 2022, by the Prime Minister of the Government of Vietnam, and the Scheme for developing standard-certified raw material zones for the processing and consumption for the period 2021-2025 under Decision No. 1088/QD-BNN-KTHT dated March 25, 2022, by the Ministry of Agriculture and Rural Development, along with other key programs and schemes of the sector.
- Vocational training for "Directors of Agricultural Cooperatives" for agricultural cooperatives to ensure the objective of "80% of cooperative directors are trained at primary vocational level" according to Decision No. 340/QD-TTg dated March 12, 2021, by the Prime Minister of the Government of Vietnam.
- Training to enhance the value of major products, develop OCOP products, product characterized by regional ethnicity, linked with rural agricultural tourism. Training labor to apply information technology, good production processes, advanced technologies, high-tech agriculture, organic and safe agriculture, adaptable to climate change; training skills in management, marketing, finance, and production planning to meet domestic and export market demands. Agricultural business; agricultural services and rural services (tourism and environment); new vocations, vocations helping farmers adapt to climate change.
- Training labor to understand agricultural production standards, smart agriculture, new technical processes, new production technologies, processing, management of specialized cultivating areas, traceability, circular economy models using agricultural by-products effectively. Enhancing management of the agricultural product supply chain through blockchain application from production, harvesting, processing, preserving, transporting, to product consumption.
- Adding new vocations, specialized vocations attracting many rural workers, meeting future rural economic development demands: Agricultural services, processing, and preserving agricultural products and aquatic products; agricultural business; high-tech agriculture, digital agriculture; marketing, comprehensive mechanization in agriculture, and agricultural cooperative directors.
- For vocations that the Ministry of Agriculture and Rural Development has developed curriculum frameworks and textbooks for in the previous phase, it is recommended for localities to inherit, update, and supplement new knowledge, production techniques, and business processes suitable for production and business demands; meeting regulations and standards.

Based on sub-item 2, Section III of the Plan issued together with Decision 3685/QD-BNN-KTHT in 2022 regarding budget and implementation mechanism as follows:

+ The implementation budget is allocated from the annual State budget for localities and the Ministry of Agriculture and Rural Development from vocational education development activities, vocational training for rural workers in the 3 National Target Programs for the period 2021-2025 and other related programs and schemes, according to the policy support guidelines in the Ministry of Finance's Circulars like Circular No. 15/2022-BTC dated March 4, 2022; Circular No. 46/2022/TT-BTC dated July 28, 2022; Circular No. 53/2022/TT-BTC dated August 12, 2022, and Circular No. 124/2021/TT-BTC dated December 30, 2021, and Circular No. 17/2022/TT-BLDTBXH dated September 6, 2022, of the Ministry of Labor - Invalids and Social Affairs guiding the implementation of some contents on vocational education and job creation for workers in the sub-projects and components of the 3 National Target Programs for the period 2021-2025.
+ Budget from local sources and other lawful mobilized sources for agricultural vocational training activities for rural workers.
- Financial Mechanism Implementation
+ Localities shall balance budgets to ensure allocated local budget for implementation of contents.
+ The Central Budget supports funding to implement agricultural vocational training contents for localities that have not yet balanced their budgets through the National Target Programs for the period 2021-2025. Priority is given to budget allocation for implementing vocational training contents for rural agricultural workers.
+ Additional mobilization of resources from international organizations, vocational training institutions, enterprises, individuals, and the community to supplement the implementation.
