Pursuant to Clause 4, Article 37 of Circular No. 02/2022/TT-BTNMT, hazardous waste-carrying vehicles shall have equipment, tools and materials as follows:
- Fire prevention and fighting equipment in accordance with the Law on fire prevention and fighting;
- Absorbent material (dry sand or sawdust) and necessary tools to use in case of leaking, dropping and overflowing hazardous liquid waste;
- First aid boxes; solution containers for the purpose of emergency neutralization of acid burns in case of acidic waste storage;
- Telecommunication equipment;
- Warning signs that are flexibly installed according to the type of hazardous waste transferred on at least both sides of a vehicle; the text "VẬN CHUYỂN CHẤT THẢI" with a letter height of at least 15 cm and the name, address, and contact phone number of the facility fixed on at least both sides of the vehicle.
+ A material and ink of sign with unfaded color, unfaded text.
+ In case of moped, the size of selected warning signs shall be suitable for reality;
- Brief instruction boards on the safe operation process of waste-carrying vehicles, loading and unloading, hazardous waste filling and discharge, the incident response process (attached to the list of phone number of the local agencies: environmental management, police office, medical emergency and fire prevention, fighting) that are located in cabin and control area according to regulations of Law, clearly printed with the texts that are readable and unfaded.

Pursuant to Clause 3, Article 69 of Decree No. 08/2022/ND-CP stipulating as follows:
Collection, storage and transport of hazardous waste
1. Hazardous waste shall be transported as follows:
a) The organizations and individuals specified in clause 4 Article 83 of the Law on Environmental Protection shall transport hazardous waste;
b) The organizations and individuals that collect products and packaging from households, individuals, offices of regulatory bodies, schools and public places on the list of products and packaging specified in the Appendix XXII enclosed herewith and list of hazardous waste promulgated by the Minister of Natural Resources and Environment so as to fulfill the recycling responsibility specified in Section 1 Chapter VI of this Decree are not required to obtain an environmental license that covers hazardous waste management but are required to fulfill responsibilities of hazardous waste generators as prescribed in Article 71 of this Decree.
2. Vehicles and equipment for collecting, storing and transporting hazardous waste shall satisfy environmental protection requirements prescribed by the Ministry of Natural Resources and Environment.
3. In the case of complying with the regulations specified in point a clause 4 Article 83 of the Law on Environmental Protection, the hazardous waste generator is only entitled to transport hazardous waste generated from facilities by vehicles under registered ownership, except for the case specified in clause 5 of this Article. Waste generators shall install tracking devices for vehicles transporting hazardous waste and provide an account to the provincial specialized environmental protection authority for the purposes of supervision and management.

What requirements must packaging containing hazardous waste meet?
Pursuant to Clause 1, Article 36 of Circular No. 02/2022/TT-BTNMT, packaging containing hazardous waste (hard or soft packaging) shall meet the following requirements:
- The packaging shall be resistant to corrosion, rust, chemical reaction to the hazardous waste, water or penetration, leakage, especially at the junction and filling and discharge stations. The soft packaging shall have at least 02 layers;
- The packaging shall be capable of withstanding impact, not be damaged or torn due to the weight of waste throughout the use process;
- The soft packaging shall be sealed. The hard packaging shall have a tight lid for the purpose of preventing from leaking or evaporating;
- Liquid waste, slurry or waste containing volatile hazardous components shall be stored in a hard packaging.
