What is the roadworthiness of railway vehicles in Vietnam?
Pursuant to the provisions of Article 30 of the 2017 Law on Railway Transport in Vietnam, the roadworthiness of railway vehicles in Vietnam is as follows:
Roadworthiness of railway vehicles
1. Roadworthiness of railway vehicles:
a) Comply with national technical regulation on technical safety and environmental safety;
b) Have a railway vehicle registration certificate issued by a competent authority;
c) Have a certificate of technical safety and environmental safety or an unexpired certificate of periodic inspection of technical safety and environmental safety issued by a competent authority.
2. If operating for special purposes, the railway vehicle shall be compliant with the regulations made by the Minister of Transport.
At the same time, based on Article 15 of Circular 21/2018/TT-BGTVT stipulating as follows:
Requirements for vehicles when operating for special purposes
1. When the vehicle is operated for special purposes, the vehicle operator must have a license to operate the vehicle in accordance with the Law on Railway Transport and must be subject to the transportation management of the agency or organization assigned the responsibility for railway transport operation.
2. The vehicle's load must not exceed the allowable load that the vehicle will travel on the announced railway section or route according to regulations.
3. The vehicle's travel speed must not exceed the allowable speed of the infrastructure.
4. The movement of vehicles on the railway is limited to the lowest extent affecting the published train schedule.
5. Organizations and individuals wishing to move vehicles shall be responsible for ensuring safety and environmental sanitation during the movement.
Thus, roadworthiness of railway vehicles:
- Comply with national technical regulation on technical safety and environmental safety;
- Have a railway vehicle registration certificate issued by a competent authority;
- Have a certificate of technical safety and environmental safety or an unexpired certificate of periodic inspection of technical safety and environmental safety issued by a competent authority.
In addition, for vehicles operated for special purposes, the following requirements must be met:
- When the vehicle is operated for special purposes, the vehicle operator must have a license to operate the vehicle in accordance with the Law on Railway Transport and must be subject to the transportation management of the agency or organization assigned the responsibility for railway transport operation.

What are the regulations on the special cases when vehicles travel on railways?
Pursuant to the provisions of Article 14 of Circular 21/2018/TT-BGTVT stipulating special cases when vehicles move on railways as follows:
- Vehicles traveling on railway to check the technical features of the vehicle before acceptance, handover, exploitation and use.
- Vehicles move on the railway from one gathering location to another to store and preserve vehicles.
- Vehicles traveling on railways perform search and rescue when required.
What requirements must be met so that a railway vehicle shall be issued with a railway vehicle registration certificate in Vietnam?
Pursuant to the provisions of Article 31 of the 2017 Law on Railway Transport in Vietnam as follows:
Registration for issuance, reissuance, revocation, cancellation of railway vehicle registration certificate in Vietnam
1. A railway vehicle shall be issued with a railway vehicle registration certificate if the following requirements are met:
a) Have lawful origins;
b) Satisfy the national technical regulation on technical safety and environmental safety.
2. Upon change of functions or main specifications, the vehicle owner shall reapply for the railway vehicle registration certificate.
3. Upon the transfer of ownership, the new owner of the railway vehicle must reapply for the railway vehicle registration certificate under the new owner's name.
4. The railway vehicle owner shall make a declaration and return the railway vehicle registration certificate to cancel registration in the following cases:
a) His/her railway vehicle is no longer used for rail transport;
b) His/her railway vehicle is lost or damaged.
5. The Minister of Transport shall specify the issuance, reissuance, revocation and cancellation of railway vehicle registration certificate.
Thus, a railway vehicle shall be issued with a railway vehicle registration certificate if the following requirements are met:
- Have lawful origins;
- Satisfy the national technical regulation on technical safety and environmental safety.
