Effectively Implementing Assessment Methods and Forms in the Secondary Education Program for the School Year 2022-2023

Based on Subsection 3, Section I, Part B of Official Dispatch 4020/BGDDT-GDTrH of 2022, the following guidelines have been provided to effectively implement assessment methods and forms:

- Implement the assessment of lower secondary and upper secondary students according to the regulations; develop testing and assessment plans in line with the teaching plans; do not test or evaluate beyond the required attainments or the levels necessary for the general education program; do not test or assess any content that has been simplified according to the Ministry of Education and Training (MOET) guidelines.

- Effectively implement various forms and methods of assessment, including regular and periodic assessments. Schools are encouraged to develop question banks and test banks. For subjects and educational activities assessed by evaluation, periodic assessments through practical exercises and learning projects suitable to the subject’s characteristics are encouraged. Reforming assessment methods and forms for subjects must ensure the requirements of honesty, objectivity, fairness, and accurate assessment of students’ learning and training results. For the Literature subject, assessments should be conducted according to Official Dispatch No. 3175/BGDDT-GDTrH dated July 21, 2022, for grades 6, 7, and 10; schools are encouraged to apply this Official Dispatch for grades 8, 9, 11, and 12. For the History subject, there should be an increase in questions that utilize sources, images, diagrams, and open questions allowing students to express their own opinions on historical issues, aiming to assess the qualities and competencies of students, overcoming the mechanical memorization of events.

- Prepare well the conditions to be ready to conduct online assessments as required, ensuring quality, accuracy, effectiveness, fairness, objectivity, and honesty; accurately assessing the capacities of students.

It is necessary to assess secondary students according to the regulations and develop testing and assessment plans in line with teaching plans.

The assessment of secondary students should be conducted regularly and periodically. Schools need to prepare well for conducting assessments online.

Enhancing Career Guidance Quality in the Secondary Education Program for the School Year 2022-2023

Based on Subsection 4, Section I, Part B of Official Dispatch 4020/BGDDT-GDTrH of 2022, the guidelines for enhancing the quality of career guidance and streamlining orientation are as follows:

- Continue to enhance career guidance quality in secondary educational institutions, focusing on reforming the content, methods, and forms of career guidance; developing teachers who also undertake career counseling tasks; mobilizing social resources to participate in career guidance; organizing surveys on the learning needs of elective subjects for grade 9 students to prepare them for grade 10; enhancing career counseling oriented towards upper secondary education. Continue to promote the implementation of STEM education in secondary schools according to the MOET guidelines, ensuring quality and effectiveness.

- Effectively orient the streaming of students after lower secondary and upper secondary education into appropriate educational and training programs according to the students' capacities, preferences, and aspirations; creating a supportive environment for entrepreneurship within the secondary school; propagandizing and educating to raise awareness, providing knowledge and skills about career choice and entrepreneurship to promote the entrepreneurial spirit and career establishment of secondary students.

Thus, it is necessary to continue enhancing career guidance quality at secondary educational institutions. There should be a focus on innovation in the content, methods, and forms of career guidance, conducting surveys on the learning needs for elective subjects, and creating a startup environment for students right in the secondary school.

What Factors Should Be Ensured When Organizing Exams and Competitions in the Secondary Education Program?

Based on Subsection 5, Section I, Part B of Official Dispatch 4020/BGDDT-GDTrH of 2022, the guidelines on organizing exams and competitions are as follows:

- Prepare well for the organization of the high school graduation exam at the local level and national, international exams and competitions, ensuring fairness, objectivity, and honesty according to the MOET guidelines (with separate instructional documents).

According to the above guidelines, exams and competitions in the secondary education program for the school year 2022-2023 must be organized in a fair, objective, and honest manner.
