- Capacity, efficiency; results of statistics, evaluation of executing similar contracts previously, including considering the origin.
- Sustainable bidding and other factors.
- The contractor with the lowest evaluated price is ranked first.

a) Having a valid bidding document, a valid proposal;
b) Having a technical proposal meeting the requirements of the bidding documents, request documents;
c) For the lowest price method: having the lowest bid price after correcting errors, adjusting discrepancies, subtracting the discount value (if any); for the package applying a lump-sum contract type, having the lowest bid price after subtracting the discount value (if any); for the fixed price method and the method based on technique: having the highest technical score; for the method of combining technique and price: having the highest composite score;
d) Having a proposed winning price not exceeding the approved package price.
