Pursuant to Article 13 of the Rules of Procedure of the meetings of National Assembly of Vietnam issued together with Resolution 71/2022/QH15 stipulates this content as follows:
Forms of work at meetings of National Assembly of Vietnam
1. The sessions at the meetings of National Assembly of Vietnam include:
a) The plenary session of the National Assembly;
b) The session organized by the Standing Committee of the National Assembly to discuss, consider the contents within the program of the meeting of National Assembly of Vietnam;
c) The session organized by the Ethnic Council, Committees of the National Assembly to discuss, consider the contents within the program of the meeting of National Assembly of Vietnam under their jurisdiction;
d) The session of the National Assembly delegations to discuss the contents within the program of the meeting of National Assembly of Vietnam;
dd) The session of the National Assembly member groups to discuss the contents within the program of the meeting of National Assembly of Vietnam.
2. In necessary cases, the Chairman of the National Assembly may invite the Head of the National Assembly delegation, Chairman of the Ethnic Council, Chairpersons of the Committees of the National Assembly, and other relevant National Assembly members to discuss matters presented to the National Assembly for consideration and decision.
3. The sessions at the meetings of National Assembly of Vietnam are conducted publicly, except for cases decided to be held in private.
Thus, the sessions at the meetings of National Assembly of Vietnam include:
- The plenary session of the National Assembly;
- The session organized by the Standing Committee of the National Assembly to discuss, consider the contents within the program of the meeting of National Assembly of Vietnam;
- The session organized by the Ethnic Council, Committees of the National Assembly to discuss, consider the contents within the program of the meeting of National Assembly of Vietnam under their jurisdiction;
- The session of the National Assembly delegations to discuss the contents within the program of the meeting of National Assembly of Vietnam;
- The session of the National Assembly member groups to discuss the contents within the program of the meeting of National Assembly of Vietnam.

1. The National Assembly conducts its meetings in the form of direct meetings.
Based on actual circumstances, the Standing Committee of the National Assembly decides to organize the meetings of National Assembly of Vietnam in the form of online meetings or a combination of direct and online meetings.
2. Private sessions, voting sessions by secret ballot must be conducted in the form of direct meetings.
3. The Standing Committee of the National Assembly provides guidance on the form of online meetings, a combination of direct and online meetings.
Thus, according to the above provisions, private sessions, voting sessions by secret ballot must be conducted in the form of direct meetings.

1. Comply with the provisions of the Rules of Procedure of the meetings of National Assembly of Vietnam and other relevant legal provisions; focus on the contents of the discussion.
2. National Assembly members should debate to clarify the issue to be debated, ensuring constructiveness and showing respect to the National Assembly members who spoke before.
3. In cases where National Assembly members have registered but have not spoken or have spoken but not finished their opinions due to lack of time, they should send their opinions in writing to the Secretary General of the National Assembly for compilation.

Pursuant to Article 15 of the Rules of Procedure of the meetings of National Assembly of Vietnam issued together with Resolution 71/2022/QH15 stipulates the responsibilities of the presiding officer, the person assigned to preside over a session at the meeting of National Assembly of Vietnam as follows:
- The presiding officer or the person assigned to preside over a session at the meeting of National Assembly of Vietnam is responsible for presiding over the session in accordance with the principles, sequence, and procedures stipulated in the Rules of Procedure of the meetings of National Assembly of Vietnam and other relevant legal provisions; ensuring the program of the meeting approved by the National Assembly is fully implemented.
- At the plenary session of the National Assembly, the Chairman of the National Assembly or the Vice Chairman of the National Assembly assigned to preside over the session is responsible for presiding over the session in accordance with the sequence stipulated in Articles 18 and 19 of the Rules of Procedure of the meetings of National Assembly of Vietnam.
The Secretary General of the National Assembly assigns secretaries to advise and assist the Chairman of the National Assembly, or the Vice Chairman of the National Assembly in presiding over the plenary session of the National Assembly.
- At the session organized by the Standing Committee of the National Assembly, the Chairman of the National Assembly or the Vice Chairman of the National Assembly assigned to preside over the session is responsible for presiding over the session in accordance with the sequence stipulated in Clause 3, Article 21 of the Rules of Procedure of the meetings of National Assembly of Vietnam issued together with Resolution 71/2022/QH15.
- At the session organized by the Ethnic Council, Committees of the National Assembly, the session of National Assembly delegations, National Assembly member groups, the presiding officer of the session is responsible for presiding over the session in accordance with the sequence stipulated in Clause 3, Article 22, Clause 3, Article 23, and Clause 4, Article 24 of the Rules of Procedure of the meetings of National Assembly of Vietnam issued together with Resolution 71/2022/QH15.
