What are the regulations on road classification by function in Vietnam from January 1, 2025?
Based on Article 9 of the Road Law 2024 which regulates the road classification by function in Vietnam:
(1) Main roads serve major transportation in the area, connecting traffic between regions and areas.
(2) Branch roads connect to main roads, serving to connect traffic between areas on both sides of the main road; they connect traffic from service roads to the main road through intersections.
(3) Service roads are used to collect internal traffic from urban areas, industrial zones, economic areas, residential areas, commercial-service areas, and other roads into the main road or branch road before connecting to the main road. Service roads may be side roads as specified in clause 4 Article 9 of the Road Law 2024.
(4) Side roads are constructed alongside main road segments to segregate traffic in areas on both sides from the main road. Side roads are separated from the main road by dividers, protective walls, or barriers.
(5) Roads for public transportation serve all people and road vehicles according to this Law and other relevant legal regulations.
(6) Internal roads are within residential complexes, urban areas, industrial zones, economic areas, commercial-service areas, and other entities, and only serve individuals authorized to enter and exit these areas as specified in clause 6 Article 9 of the Road Law 2024.
(7) Roads specifically for pedestrians, cyclists, and other roads.

What are the regulations on road classification by decentralization in Vietnam?
Based on clauses 1 and 2 of Article 8 of the Road Law 2024, the road classification by decentralization is regulated as follows:
- Roads classified according to management levels include: national roads, provincial roads, district roads, commune roads, village roads, urban roads, specialized-use roads and are determined as follows:
+ National roads are roads that connect the capital Hanoi with provincial administrative centers; roads that connect provincial administrative centers; roads of critical importance for the socio-economic development, ensuring national defense and security of regions and areas;
+ Provincial roads are roads within a province that connect the provincial administrative center with the district administrative center; roads important for the socio-economic development of the province;
+ District roads are roads that connect the district administrative center with the commune administrative center, cluster of communes, or adjacent district administrative center; roads essential for the socio-economic development of the district;
+ Commune roads are roads that connect the commune administrative center with villages, hamlets, neighborhoods, or adjacent communes; roads crucial for the socio-economic development of the commune;
+ Village roads are roads within a village, connecting the village to agricultural, forestry production areas, and other production and business facilities within the village;
+ Urban roads are roads within urban administrative boundaries, including: urban expressways, streets, lanes, alleys within urban areas;
+ Specialized-use roads are roads dedicated to serving the transportation needs of one or several entities and internal roads.
- Local roads include: provincial roads, urban roads, district roads, commune roads, village roads.
Note: The Ministry of Transport is responsible for managing national roads, except for national roads specified at point a clause 4 Article 8 Road Law 2024 and service roads, side roads specified at point c clause 4 Article 8 Road Law 2024.
What are the development policies for road operations in Vietnam from January 1, 2025?
Based on Article 4 of the Road Law 2024, the development policies for road operations in Vietnam are regulated as follows:
(1) Development policies for road infrastructure include:
- Focusing resources on developing modern road infrastructure that adapts to climate change and is environmentally friendly; synchronously connecting road systems and other modes of transport with road transport;
- Creating mechanisms to enhance mobilizing social resources, diversifying forms and methods of investment, construction, management, operation, and maintenance of road infrastructure;
- Prioritizing the development of expressways, key road projects that connect regions, areas, major urban centers, national and international hubs;
- Road infrastructure in ethnic minority areas, mountainous areas, islands, and border regions;
- Accessible and safe road infrastructure for vulnerable groups;
- Road infrastructure in urban centers to reduce traffic congestion;
- Border patrol roads, coastal roads for socio-economic development while ensuring national defense and security.
(2) Developing appropriate forms of transport business; creating a healthy competitive environment among road transport business types; developing intelligent transportation; prioritizing the development of public passenger transport by bus and other transport modes.
(3) Encouraging and facilitating Vietnamese and foreign entities to invest, operate, and exploit road infrastructure and road transport activities; researching and applying advanced science and technology, sustainable and environmentally friendly materials, and training human resources in the road sector.
Note:
- The Road Law 2024 takes effect from January 1, 2025.
- Points a and b clause 2 Article 42, Article 43, Article 50, clause 1 Article 84 of the Road Law 2024 take effect from October 1, 2024.
- The Road Traffic Law 2008, amended and supplemented by Law 35/2018/QH14 and the Law on Prevention and Control of Alcohol Harm 2019, will cease to be effective as of the date the Road Law 2024 takes effect, except as specified in Article 86 of the Road Law 2024.
