How is Ho Chi Minh City planning method implemented?
According to subsection 2, section IV, Article 1 of Decision 642/QD-TTg in 2022 of the Prime Minister, which stipulates the method of planning Ho Chi Minh City in the period of 2021-2030 as follows:
The planning is made based on an integrated, multi-dimensional and multi-disciplinary approach, ensuring the requirements of science, suitability, practicality and application of modern technology. The following basic methods are used in the planning process:
- Research methods in the area;
- Field survey method;
- Methods of geographic information, cartography (GIS);
- Integrated planning method;
- System analysis methods, comparative methods and specialized analytical methods;
- Quantitative methods;
- Methods of investigation, survey, information collection, classification, statistics, information processing;
- Forecasting methods, developing development plans;
- Modeling method;
- Method of consultation (participation);
- Toolkit to support planning;
- Building web interface;
- Other methods suitable to the technical process of planning Ho Chi Minh City.
Thus, for planning Ho Chi Minh City, the Prime Minister has proposed a total of 13 methods. Each of the proposed methods is closely related to the actual situation of the City.
To plan Ho Chi Minh City in the period of 2021-2030, which methods should be combined?
The planning documents of Ho Chi Minh City in the period of 2021-2030 include what components?
Pursuant to subsection 1, section 5, Article 1 of the Prime Minister's Decision 642/QD-TTg in 2022, stipulating the final planning documents as follows:
(1) Text section
- A report on appraisal and approval of the planning;
- Draft decision approving the planning;
- The Planning Report includes the General Report, Summary Report and related reports; appendices, diagrams, maps, databases on the Planning;
- Strategic Environmental Assessment Report (following the provisions of the law on environmental protection);
- Annexes and related legal documents;
- Content reports proposed to be integrated into the City planning;
- Other relevant legal documents and documents.
(2) System of maps and diagrams
The list and scale of the Ho Chi Minh City planning map specified in Section IX, Appendix I, Decree No. 37/2013/ND-CP dated May 7, 2019 of the Government, include:
- Maps and diagrams of analysis;
- Printed map at scale 1:250,000 - 1:1,000,000: map of the location and relationships of Ho Chi Minh City in the region and the whole country;
- Digital maps and printed maps at scale 1:25,000 - 1,100,000: maps on the current state of natural, socio-economic conditions, population distribution, urban system and rural residential areas , the city's technical and social infrastructure system:
+ Maps of development status;
+ Map of general land evaluation according to the purposes of use;
+ Map of urban and rural system planning plans;
+ Map of space organization plan and functional zoning;
+ Map of social infrastructure development plan;
+ Map of technical infrastructure development plan;
+ Map of land use planning plan;
+ Map of plans for exploration, exploitation, use and protection of natural resources;
+ Map of plans for environmental protection, biodiversity conservation, natural disaster prevention and control and climate change response;
+ Map of construction planning plan in inter-district and district-level regions;
+ Map of location of projects and order of priority for implementation;
+ Thematic map (if any);
- Digital map and printed map at scale 1:10,000 - 1:25,000: current map and development orientation of key areas of the City (if any).
What is the progress of Ho Chi Minh City planning implementation?
Pursuant to subsection 3, section 5, Article 1 of the Prime Minister's Decision 642/QD-TTg in 2022, stipulating the progress of planning as follows:
- Strive to basically complete the planning in accordance with the planning law before December 31, 2022 in the spirit of Resolution No. 19/NQ-CP dated September 27, 2021 of the Government on the following tasks: services and solutions to improve quality and speed up the formulation of plannings for the 2021-2030 period and in accordance with the law on planning.
Thus, the planning will be basically completed before the end of 2022.
