Scope of Authority for Senior Specialists in International Trade Management Regulations
What are the qualifications and competencies required for a Senior Specialist in International Trade Management?
Pursuant to Section 5, Appendix III, issued in conjunction with Circular 06/2023/TT-BCT, the qualifications for a Senior Specialist in International Trade Management are stipulated as follows:
Degree Requirements
| Requirement Group | Specific Requirements || --- | --- || Educational background | - Graduated from universities or higher in fields such as economics, law, engineering, international trade, law, finance, foreign languages, diplomacy, business administration, information technology, or other relevant specialties suitable for the industry and trade sector.
- Possess an advanced degree in political theory or an advanced degree in political-administrative theory, or a certificate of equivalent political theory issued by a competent authority. || Training and certification | - Possess a certificate of knowledge and skill training in state management for officials of the senior specialist cadre and equivalent, or have an advanced degree in political-administrative theory.
- Basic skills in using information technology.
- Proficiency in a foreign language at a level equivalent to level 4 in the Vietnamese Foreign Language Proficiency Framework. || Experience (work achievements) | - Have held the rank of principal specialist or equivalent for a minimum of 06 years, with at least 01 year (12 full months) in the role of a principal specialist.
- Have led the development, appraisal, or at least participated in the drafting of 02 legal documents or research projects, proposals, programs on international trade management at the level of ministries and central authorities or provincial level, which have been promulgated or accepted by a competent authority. || Personal qualities | - Absolute loyalty, trust, and stringent compliance with the policies and directives of the Communist Party, the laws of the State, and the regulations and work rules of the agency.
- High responsibility towards work and collective.
- Honesty, frankness, steadfastness, while being open to listen.
- Calm, careful demeanor.
- Ability to foster internal solidarity. || Other requirements | - Capacity to propose principles and solutions to address practical issues related to the functions and tasks of the department or unit.
- Mastery and proficient application of drafting, presenting, defending, and implementing skills to develop and execute projects, proposals, and programs related to international trade management.
- Analytical, synthetic, and systemic capability to propose methods to enhance or resolve practical issues within the scope of international trade management.
- Capability to organize and direct the application of scientific and technical advancements to improve the quality and efficiency of international trade management tasks. |

Pursuant to Section 5, Appendix III, issued in conjunction with Circular 06/2023/TT-BCT, the rights and authority of a Senior Specialist in International Trade Management are stipulated as follows:
- Autonomy in the method of performing assigned tasks.- Participation in providing opinions on the professional affairs of the unit.- Access to information on the agency's direction and administration within the scope of assigned duties.- Right to request information, assess the credibility of information serving the assigned tasks.- Participation in relevant meetings.

What are the tasks and evaluation criteria for a Senior Specialist in International Trade Management?
Pursuant to Section 5, Appendix III, issued in conjunction with Circular 06/2023/TT-BCT, the tasks of a Senior Specialist in International Trade Management are stipulated as follows:
- Providing consultancy on drafting documents+ Leading the drafting of legal documents, strategies, mechanisms, policies, plans, programs, projects, and proposals by the National Assembly, the Government of Vietnam, and the Ministry of Industry and Trade on international trade management.
- Guiding implementation+ Leading the drafting of guidelines for the implementation of legal documents, strategies, mechanisms, policies, plans, programs, projects, and proposals by the National Assembly, the Government of Vietnam, and the Ministry of Industry and Trade on international trade management.
- Inspection+ Leading the organization of inspections, analysis, evaluation, and summarizing reports on the implementation of legal documents, strategies, mechanisms, policies, plans, programs, projects, and proposals by the National Assembly, the Government of Vietnam, and the Ministry of Industry and Trade on international trade management, proposing principles and corrective measures.
- Appraisal of professional projects and tasks+ Organizing the appraisal of provincial, ministerial, and state-level projects, programs, and works on international trade management as assigned.
- Research and development of ministerial and state-level projects in the field of international trade management+ Leading or participating in research works, developing provincial, municipal, ministerial, and state-level proposals.
- Coordination of implementation+ Coordinating with relevant central and local agencies and organizations in international trade management.
- Performing general duties and attending meetings+ Participating in meetings related to professional fields inside and outside the agency as assigned.+ Attending unit and agency meetings as prescribed.+ Coordinating tasks with unit members.
- Developing and executing personal annual, quarterly, monthly, weekly work plans- Performing other tasks assigned by the superior.
