Order and Procedures for Weekly Review and Ranking Meetings for Reformatory Schools and Mandated Educational Facility Inmates in 2023

According to Clause 1, Article 10 of Circular 49/2022/TT-BCA, the order and procedures for conducting weekly review and ranking meetings for reformatory schools and mandated educational facility inmates in 2023 are as follows:

- Every Friday, the Homeroom Teacher and the Supervising Police Officer will chair the meeting to evaluate the compliance results of the students and inmates under their supervision to conduct reviews and weekly ranking decisions;

- Each student and inmate self-reviews their compliance process and self-assesses their ranking. The team collectively discusses and votes by raising hands. If at least two-thirds of the students and inmates present at the meeting agree, the individual is included in the proposed ranking list;

- Based on the review and ranking results of the students and inmates, the Homeroom Teacher and the Supervising Police Officer will assign rankings to each student and inmate and announce the weekly ranking results to them.

Order and Procedures for Monthly Review and Ranking Meetings for Reformatory School Students and Mandated Educational Facility Inmates in 2023

According to Clause 2, Article 10 of Circular 49/2022/TT-BCA, the order and procedures for conducting monthly review and ranking meetings for reformatory schools and mandated educational facility inmates in 2023 are as follows:

- On the 25th of every month, the Homeroom Teacher and the Supervising Police Officer will chair the meeting to evaluate the compliance results of the students and inmates under their supervision to conduct reviews and monthly ranking decisions;

- Each student and inmate self-reviews their compliance process and self-assesses their ranking. The team collectively discusses and votes by raising hands. If at least two-thirds of the students and inmates present at the meeting agree, the individual is included in the proposed ranking list;

- Based on the review and monthly ranking results of the students and inmates, the Homeroom Teacher and the Supervising Police Officer will compile a list of proposed monthly rankings for the students and inmates, which is then reviewed and reported by the relevant Team Leader of the professional team to the Principal of the reformatory school or the Director of the mandated educational facility for approval. After obtaining the monthly ranking results, the Homeroom Teacher and the Supervising Police Officer will inform the students and inmates.

Order and Procedures for Quarterly Review and Ranking Meetings for Reformatory Schools and Mandated Educational Facility Inmates in 2023

According to Clause 3, Article 10 of Circular 49/2022/TT-BCA, the order and procedures for conducting quarterly review and ranking meetings for reformatory schools and mandated educational facility inmates in 2023 are as follows:

- The Homeroom Teacher and the Supervising Police Officer will chair the team of students and inmates to evaluate, review, and rank for Quarter I on February 25, for Quarter II on May 25, for Quarter III on August 25, and for Quarter IV on November 25;

- Before the team of students and inmates conducts the review and quarterly ranking, the Homeroom Teacher and the Supervising Police Officer will guide the students and inmates to write a self-assessment report of their ranking for the quarter and outline their goals for improvement.

For students and inmates who are illiterate or incapacitated and unable to write, they may request assistance from another student or inmate to write on their behalf. After listening to and agreeing with the content, they will sign or fingerprint the report, with the signature confirmed by the Homeroom Teacher and the Supervising Police Officer;

- The Homeroom Teacher and the Supervising Police Officer will ask each student and inmate to read their self-assessment report. The team collectively discusses and votes by raising hands. If at least two-thirds of the students and inmates present at the meeting agree, the individual is included in the proposed ranking list;

- Based on the review and quarterly ranking results of the team of students and inmates, the Homeroom Teacher and the Supervising Police Officer will compile a list to report to the Review Sub-committee for proposed ranking (for reformatory schools with branches or mandated educational facilities with sub-units) or the Review and Ranking Council for students and inmates as stipulated in Article 11 of this Circular;

For reformatory schools with branches or mandated educational facilities with sub-units, based on the proposed quarterly ranking list from the Homeroom Teacher and the Supervising Police Officer, the Review Sub-committee will hold a meeting.

When reviewing the specific team of students and inmates, the Homeroom Teacher and the Supervising Police Officer will report on the proposed ranking list of that team and address any issues raised by the meeting participants, followed by a vote. If at least two-thirds of the Sub-committee members agree, it is approved. Afterwards, the Sub-committee will complete the documentation and submit the list to the Review and Ranking Council for students and inmates;

- The Review and Ranking Council for students and inmates will hold a meeting based on the proposals from the Review Sub-committee or the relevant Professional Team Leader. When reviewing a specific branch or sub-unit, the Head of the Sub-committee of that branch or sub-unit will report the list of students and inmates and address any issues raised by the meeting participants.

For reformatory schools without branches or mandated educational facilities without sub-units, the Homeroom Teacher and the Supervising Police Officer will directly report and address the Review and Ranking Council for students and inmates.

The Review and Ranking Council for students and inmates will vote by raising hands. If at least two-thirds of the Council members agree, it is approved;

- Based on the meeting results of the Review and Ranking Council for students and inmates, the Homeroom Teacher and the Supervising Police Officer will compile the self-assessment reports, write comments, evaluate the quarterly ranking, and submit them to the relevant Professional Team Leader for review and report to the Principal of the reformatory school or the Director of the mandated educational facility for approval, signature, and stamp. After obtaining the quarterly ranking results, the Homeroom Teacher and the Supervising Police Officer will inform the students and inmates.
