Official Abolition of the High-Quality University Training Program from December 1, 2023 - Is This Correct?

Official abolition of high-quality university training programs from December 1, 2023, correct?

On June 15, 2023, the Ministry of Education and Training issued Circular 11/2023/TT-BGDDT abolishing Circular 23/2014/TT-BGDDT on high-quality university training.

According to Article 1 of Circular 11/2023/TT-BGDDT, it is clearly stated as follows:

Abolish all of Circular No. 23/2014/TT-BGDDT dated July 18, 2014, of the Minister of Education and Training issuing regulations on high-quality university training.

Circular 11/2023/TT-BGDDT has fully abolished Circular 23/2014/TT-BGDDT on high-quality university training.

Simultaneously, according to clause 1, Article 2 of Circular 11/2023/TT-BGDDT, clearly states:

Implementation Provisions

1. This Circular is effective from December 1, 2023.

From December 1, 2023, the high-quality university training program will be abolished.

Until when will the previously enrolled high-quality training program cohorts continue?

According to Article 2 of Circular 11/2023/TT-BGDDT, it states clearly as follows:

Implementation Provisions

1. This Circular is effective from December 1, 2023.

2. The cohorts enrolled in the high-quality training programs according to Circular No. 23/2014/TT-BGDDT dated July 18, 2014, of the Minister of Education and Training issuing regulations on high-quality university training prior to the effective date of this Circular will continue to be implemented until the end of the cohort.

3. The Chief of Office, Director of the Legal Department, heads of relevant units under the Ministry of Education and Training; director of universities, academies; principals of universities and related organizations and individuals are responsible for implementing this Circular./.

According to the above regulations, the cohorts enrolled in high-quality training programs under Circular 23/2014/TT-BGDDT will continue until the end of the cohort.

How are the organization and management of high-quality training programs regulated under current regulations?

According to Article 12 of Circular 23/2014/TT-BGDDT, it is stated:

Organization and Management of Training

In addition to complying with the current general regulations on the organization and management of university-level training, training institutions must also meet the following requirements:

1. Organizing high-quality training programs must ensure:

a) Implementation according to the credit system, fully utilizing new teaching methods focusing on enhancing individual student capabilities, reinforcing soft skills, teamwork skills, presentation skills, using modern equipment and specialized software to solve specialized content;

b) At least 20% of the credits for foundational subjects, core subjects, and specialized subjects must be taught in a foreign reference program language or English, with at least half of the above credits taught by lecturers as stated in point d, clause 1, Article 6 of these regulations (except for subjects only taught in Vietnam);

c) Organizing student field trips, practical sessions, internships in organizations, enterprises, companies, and production facilities domestically or internationally as planned; inviting guest lecturers and speakers who are experts, scientists, entrepreneurs, artisans from domestic or international organizations, enterprises to participate in teaching, reporting special topics, guiding practical sessions, experiments, career development; cooperating with relevant employers, enterprises to invite participation and support for training activities and scientific research;

d) Applying modern assessment methods focusing on developing analytical, practical, creative, and self-learning capabilities; scientific research and technology application capacities based on objective, transparent, flexible principles, closely linked to the goals of each subject and the training program;

e) Assigning enough teaching assistants for each specialized subject;

f) Assigning enough discussion, practice, experiment, intern instructors to ensure each discussion group does not exceed 30 students, each practice group does not exceed 15 students, each experiment group in the laboratory does not exceed 5 students.

2. Training Management

a) Maximally applying academic, teaching staff, and student management regulations of the reference training program;

b) Having a specialized management department or officer to monitor, manage, and implement the high-quality training program;

c) Advisors and lecturers, in addition to class hours, must arrange time to answer and resolve student queries regarding the study contents;

d) Organizing student feedback at least once per semester on the content, teaching methods of lecturers; management, service work; facilities conditions and responding to student feedback.

3. Changes during Training

a) High-quality training program students who do not meet the conditions to continue the program as per training institution regulations must transfer to regular training or discontinue studies as per the institution's regulations;

b) Regular program students who wish and meet the conditions as per training institution regulations may be considered for acceptance into the high-quality training program;

c) Training institutions must specify the conditions and timing for accepting regular program students into the high-quality training program, high-quality program students into the regular training program, and publicly announce this to students prior to each enrollment cohort.

4. High-Quality Training Program Accreditation

a) Training institutions must self-assess the quality of the high-quality training program and prepare the conditions for program accreditation;

b) Register for program accreditation after 2 graduation cohorts according to the training program accreditation regulations of the Ministry of Education and Training;

c) Plan, schedule, and implement registering for program accreditation by an accreditation organization from the reference program country or a reputable regional or international accreditation organization.

The organization and management of high-quality training programs under current regulations are as stated above.

Note: The above regulations do not apply to training institutions with 100% foreign investment and training programs linked with foreign training institutions, where the degree is issued by the foreign training institution.

Circular 11/2023/TT-BGDDT will take effect from December 1, 2023.
