- Communist Party members with violations occurring in the previous year, before the evaluation classification time but during the evaluation year, the Communist Party member is disciplined, the higher-level Party organization with authority shall base the form of discipline, content, motivation, nature, extent, consequences, causes of violations, and specific circumstances to consider re-evaluation and re-classification at the time the fault, violation occurred.

- For violations at the old organization but disciplined at the new organization, the results are calculated in the evaluation and classification of the old organization (not holding the new organization responsible).

- For violations occurring at both the old and new organizations, disciplined and enforced at the old organization and the new organization, the form of discipline is calculated in the evaluation and classification results according to the time the violation was identified at each organization.

Methodology, evaluation and classification process

1. Based on the evaluation criteria, quality classification criteria specified for each collective and individual, and the opinions of relevant evaluation agencies, determine the level of each criterion according to 4 levels (Excellent, Good, Average, Poor), which serves as the basis for the competent authority to comment, evaluate, and classify the quality for each collective and individual.

2. The annual quality evaluation and classification for collectives and individuals are conducted in 3 steps:

- Step 1: Collective and individual self-evaluation and classification.

Based on the classification criteria, each organization, collective, and individual self-analyses quality and classifies into one of 4 levels as specified in Article 12.

- Step 2: Assessment and proposal for classification.

On the basis of self-evaluation and classification results of the collective and individual, and the opinions of related agencies, the advising organization assesses and proposes a quality classification level.

- Step 3: The competent authority decides the quality classification.

For collectives and individuals, after obtaining the quality evaluation and classification results, if there are complaints, denouncements, signs of party discipline violations, state law violations, internal disunity, the direct higher-level Party Committee shall direct inspection, verification, and reassessment of the evaluation and classification results.

Thus, the annual quality evaluation and classification for collectives and individuals are performed in 3 steps:
