(2) Activities to take care of the material and spiritual life of union members and workers.
(3) Participation in the prevention and control of the Covid-19 epidemic, accompanying union members and workers affected by the epidemic.
(4) Propaganda, mobilization, and education activities for union members and workers.
(5) Development of union members, building a strong trade union organization, participating in building the Communist Party, the State, and the political system.
(6) Patriotic competition movements of the Trade Union.
(7) Activities of women's affairs.
(8) Foreign affairs and international cooperation activities of the trade union organization.
(9) Financial and asset management for performing the functions and tasks of the trade union organization.

The 12th Congress of the Vietnam General Confederation of Labor, term 2018 - 2023
Held from September 24 - 26, 2018, in Hanoi Capital. The Congress set the goal “Enhancing the effectiveness of representing, taking care of, and protecting the rights and interests of union members and workers, for sustainable employment, and higher living standards. Propagating, educating, raising the class consciousness, political courage, patriotism, legal understanding, high responsibility, and skillfulness, contributing to building a strong Vietnamese working class. Perfecting the organizational model, innovating operational methods, building a team of union cadres with bravery, intelligence, professionalism; gathering and attracting a large number of workers into the Vietnam General Confederation of Labor organization; building a strong Vietnam General Confederation of Labor. Actively participating in building the Communist Party, building a clean, strong political system; contributing to building and protecting the Fatherland.”
The Congress decided the number of the Executive Committee of the Vietnam General Confederation of Labor is 175 members, at the Congress, 161 members were elected; decided the number of members of the Presidium is 27 members, at the Congress, 22 members were elected. Comrade Bui Van Cuong, member of the Central Executive Committee of the Communist Party was elected as Chairman. Comrades: Tran Thanh Hai, Tran Van Thuat, Phan Van Anh, Ngo Duy Hieu were elected as Vice-Chairmen. On July 28, 2019, comrade Nguyen Dinh Khang, member of the Central Executive Committee of the Communist Party was elected as Chairman. On January 12, 2022, comrade Thai Thu Xuong was elected as Vice-Chairman. On March 22, 2023, comrade Huynh Thanh Xuan was elected as Vice-Chairman.
Thus, the 12th Congress of the Vietnam General Confederation of Labor took place from September 24 - 26, 2018, in Hanoi Capital with the above-mentioned key contents.

Development of union members, building a strong trade union organization, participating in building the Communist Party, the State, and the political system was focused on deployment
- The development of union members was emphasized, implemented with many new solutions, achieving significant results. Actively introducing many elite union members to the Communist Party for training and consideration for admission.
- The work of building a strong trade union organization, improving the quality of trade union activities at all levels was taken into account. The reorganization, consolidation of the organizational structure, staffing levels of full-time union agencies at all levels continued to be vigorously implemented according to Spirit of Resolution No. 18-NQ/TW, dated October 25, 2017, of the Central Executive Committee of the Communist Party, term XII on “Some issues of continuing to innovate, organize the structure of the political system to be streamlined, effective, and efficient” and Decision No. 212-QD/TW dated December 30, 2019, of the Secretariat, term XII on “Functions, tasks, organizational structure, staffing levels of the Vietnam Fatherland Front and socio-political organizations at the provincial and district levels.”

Specifically, the results of the development of union members are as follows:
Over the past 5 years, 4,089,357 new labor union members have been enrolled; 25,614 grassroots union organizations were established. As of the end of 2022, the country has 11,071,635 labor union members and 124,889 grassroots union organizations (an increase of more than 1.02 million members compared to the beginning of the term)*
Thus, during the term 2018-2023, the trade union organization enrolled more than 4 million new labor union members (4,089,357).
