What are the conditions for recognizing an animal disease-free zone?

According to Article 22 of Circular No. 24/2022/TT-BNNPTNT, the conditions for recognizing an animal disease-free zone are as follows:

- Implement animal disease prevention measures that meet the relevant legal regulations on veterinary medicine, animal husbandry, or aquaculture and the professional guidelines of the Veterinary Authority.

+ The livestock or aquaculture zone is identified by the Veterinary Authority, proposed to the People's Committee for recognition as an animal disease-free zone, and directed for establishment.

+ Disease prevention, treatment, epidemic control activities, animal quarantine, and animal product quarantine in the zone must have sufficient resources to control the disease in accordance with veterinary regulations.

+ There are measures to control animals, animal products, and means of transport before entering the disease-free zone to minimize the risk of disease agents infiltrating and spreading.

+ There is a plan and implementation of biosafety and disease response measures according to Article 5 of Circular No. 24/2022/TT-BNNPTNT and Article 8 of Circular No. 24/2022/TT-BNNPTNT.

+ Animal slaughter facilities, markets, and animal collection facilities within the zone must be supervised by the Veterinary Authority and comply with veterinary regulations.

- There is a plan and organization to monitor animal disease.

- No animal disease outbreaks: Implement according to Article 23 of Circular No. 24/2022/TT-BNNPTNT.

- Veterinary activities in the zone are carried out according to Article 25 of Circular No. 24/2022/TT-BNNPTNT.

Under what disease conditions can a registered area be recognized as a disease-free zone?

According to Article 23 of Circular No. 24/2022/TT-BNNPTNT, it is regulated as follows:

Disease conditions in the registration area for recognizing an animal disease-free zone

1. No cases of the disease registered for recognition as disease-free for at least 12 months up to the time of registration submission.

2. Monitoring results meet the requirements according to Article 7 of this Circular.

The disease condition in the registration area for recognizing an animal disease-free zone must have acceptable monitoring results and no cases of the registered disease for at least 12 months up to the time of registration submission.

What is the content of the evaluation in the registration area for recognizing an animal disease-free zone?

According to Article 29 of Circular No. 24/2022/TT-BNNPTNT, the content of the evaluation in the registration area for recognizing an animal disease-free zone is as follows:

- At the time of evaluation, the team selects random facilities in the area to evaluate according to the regulations in Clauses 1, 2, and 3 of Article 16 of Circular No. 24/2022/TT-BNNPTNT and the biosafety conditions in common areas of the zone.

- Evaluate the compliance with regulations in Articles 22, 23, and 25 of Circular No. 24/2022/TT-BNNPTNT.

- Inspect the management of information, data, and the traceability system according to Article 24 of Circular No. 24/2022/TT-BNNPTNT.

- During the evaluation, if animals with signs of possible disease are found or biosafety conditions are not met, the evaluation team collects samples for testing.

- At the end of the inspection and evaluation in the region, the evaluation team:

+ Sets up minutes according to Appendix VIII (for terrestrial animal disease-free zones), Appendix IX (for rabies-free zones), or Appendix XI (for aquatic animal disease-free zones) issued together with Circular No. 24/2022/TT-BNNPTNT.

+ Announce the evaluation results to the People's Committee and report the evaluation results in writing to the Veterinary Authority leaders.

+ Coordinating with the People's Committee on the timeframe and content of remedial actions for cases not meeting the requirements.

When is the Certificate of Animal Disease-Free Zone issued?

According to Article 30 of Circular No. 24/2022/TT-BNNPTNT, it is regulated as follows:

Issuing the Certificate of Animal Disease-Free Zone

1. Within 15 days from the date of completion of the evaluation in the area or receipt of test results according to Clause 4, Article 29 of this Circular:

a) The Veterinary Authority issues a certificate to the area that meets the requirements and adds the area's name to the list of disease-free zones.

b) The Veterinary Authority issues a written response stating the reasons for areas that do not meet the evaluation requirements.

2. Certificate format: As stipulated in Clause 2, Article 17 of this Circular.

The certificate of the animal disease-free zone is issued within 15 days from the date of the evaluation's completion or receipt of test results.

The Veterinary Authority issues the certificate to the area that meets the requirements and adds the area's name to the list of animal disease-free zones.

The Veterinary Authority issues a written response stating the reasons for areas that do not meet the evaluation requirements.
