Content of Renovation of Motor Vehicles and Special-Use Machines under the Management of the Ministry of National Defense

Pursuant to the provisions of Article 4 and Article 5 of Circular 95/2023/TT-BQP regulating the renovation content of motor vehicles and special-use machines under the management of the Ministry of National Defense, the following are specified:

(1) Renovation Content of Motor Vehicles:

- Changing the usage function of motor vehicles:

+ Renovating passenger cars and transport cars into special-use vehicles or converting one type of special-use vehicle into another type.

+ Converting special-use vehicles into transport cars or passenger cars.

+ Converting trailers and semi-trailers into special-use trailers and semi-trailers, or converting one type of special-use trailer and semi-trailer into another type.

+ Installing technical equipment on motor vehicles after modernization.

- Replacing the original system and aggregate with another system and aggregate that ensures the technical and tactical functions of motor vehicles.

(2) Renovation Content of Special-Use Machines:

- Changing the usage function of special-use machines:

+ Renovating and changing the functions of special-use machines from one type to another.

+ Installing technical equipment on special-use machines after modernization.

- Replacing the original system and aggregate with another system and aggregate that ensures the technical and tactical functions of special-use machines.

What Types of Special-Use Machines Fall under the Management of the Ministry of National Defense?

Based on Appendix I of the List of Special-Use Machines issued together with Circular 95/2023/TT-BQP, the types of special-use machines under the management of the Ministry of National Defense are specified as follows:

(1) Military Special-Use Machines:

- Obstacle-breaking vehicles.

- River-crossing vehicles.

- Other types of military special-use machines.

(2) Construction Machines

- Tunnel construction machines:

+ Tunnel boring machines;

+ Tunnel transport machines.

- Earth-moving machinery:

+ Excavators:

++ Wheeled excavators,

++ Crawler excavators,

++ Hybrid excavators;

+ Bulldozers:

++ Wheeled bulldozers,

++ Crawler bulldozers,

++ Hybrid bulldozers;

+ Scrapers;

+ Graders;

+ Rollers:

++ Wheeled rollers,

++ Steel wheel rollers,

++ Hybrid rollers;

- Road construction machines:

+ Material spreaders;

+ Pavement construction machines;

+ Concrete pavement construction machines;

+ Asphalt concrete mixers;

+ Bitumen sprayers;

+ Road surface cleaning machines;

+ Road maintenance and repair machines;

+ Milling machines.

- Foundation construction machines:

+ Pile drivers;

+ Pile presses;

+ Bored pile drilling machines.

- Other types of construction machines.

(3) Handling Machines

- Loaders:

+ Wheeled loaders;

+ Crawler loaders;

+ Hybrid loaders;

+ Loader-bulldozers.

- Various types of forklifts.

- Other types of handling machines.

(4) Other Types of Special-Use Machines:

- Mobile wood processing and fabrication vehicles.

- Tree pruning and cutting vehicles.

Principles for Renovating Military Vehicles

According to the provisions of Article 6 of Circular 95/2023/TT-BQP, the renovation of military vehicles must adhere to the following principles:

- Do not replace the vehicle frame, only change the length or reinforce the original frame without altering the original wheelbase, except for trailers and semi-trailers.

- Each motor vehicle is only permitted to renovate and change the engine and no more than 03 (three) systems or aggregates out of 07 (seven) systems or aggregates of the original vehicle, specifically:

+ Powertrain system (clutch, gearbox, drive shaft, driven axles);

+ Motion system (wheels);

+ Suspension system;

+ Brake system;

+ Steering system;

+ Cabin, cargo box, or dump body;

+ Electrical system (for electric cars: Battery Energy Storage System (BESS), management system: State of Charge indicator, temperature control, electronic converter, motor and controller; wires and connectors; external charging system if equipped; charging connector on the vehicle).

- Each special-use machine is only permitted to renovate and change the engine and no more than 04 (four) systems or aggregates out of 08 (eight) systems or aggregates of the original vehicle, specifically:

+ Powertrain system (clutch, gearbox, drive shaft, driven axles, hydraulic drive);

+ Motion system (wheels, inactive axles, drive motors);

+ Suspension system;

+ Brake system;

+ Steering system;

+ Electrical, electro-hydraulic, automation systems;

+ Cab, vehicle body;

+ Special equipment.

- Must ensure compliance with technical standards and regulations, and the laws of the Ministry of National Defense on technical safety quality, environmental protection, and state secrecy.

- The total weight of the military vehicle after renovation must ensure stability and safety indicators during operation according to the Road Traffic Law.

- The dimensional limits of the military vehicle after renovation must not exceed the dimensional limits as stipulated by the Road Traffic Law.

- Military vehicles after renovation must be registered in accordance with the law.
