Compliance with road traffic signals
1. Road traffic signals include: commands of traffic controllers; traffic lights; road signs; road markings and other signs on the road surface; delineators, protective walls, barriers, reflective studs, reflective signs, Kilometer posts, H posts; road traffic audio signal devices.
2. Road users must comply with road traffic signals in the following order of priority from top to bottom:
a) Commands of traffic controllers;
b) Traffic lights;
c) Road signs;
d) Road markings and other signs on the road surface;
e) Delineators, protective walls, barriers, reflective studs, reflective signs, Kilometer posts, H posts;
f) Road traffic audio signal devices.

4. Traffic light signals have 03 colors including: green, yellow, red; with or without time display. Road users must comply as follows:
a) The green light signal means permission to go; in case pedestrians or wheelchairs of disabled persons are on the road, vehicle operators must slow down or stop to yield to pedestrians or wheelchairs of disabled persons crossing the road;
b) The yellow light signal means stop before the stop line; in case already on the stop line or passed it when the yellow light signals, one may continue; in case the yellow light flashes, vehicle operators are allowed to go but must observe, slow down or stop to yield to pedestrians, wheelchairs of disabled persons crossing the road, or other vehicles;

What are cases of slowing down when joining in road traffic in Vietnam according to the Law on road traffic order and safety 2024?
Pursuant to Clause 3, Article 12 of the Law on road traffic order and safety 2024, the cases of slowing down when joining in road traffic include:
(1) At places with road markings or other signs for pedestrians or where pedestrians, wheelchairs of disabled persons are crossing the road;
(2) With a warning sign of danger or an obstacle on the road;
(3) When changing the direction of vehicle movement or when vision is restricted;
(4) Where roads intersect at the same level with roads, at-grade road-rail intersections; narrow roads, curved roads, winding roads, mountain passes, slopes;
(5) Narrow bridges, culverts, overflow bridges, fordable crossings, road tunnels;
(6) Areas with schools, hospitals, bus stations, public facilities with large crowds, densely populated areas, markets, road construction sites, scenes of road traffic accidents;
(7) With animals walking on or grazing near the road;
(8) To avoid oncoming vehicles or when allowing a vehicle behind to overtake; when there are road signals or emergency signals from vehicles in front traveling in the same direction;
(9) At bus stops and places where passengers are getting on or off the bus;
(10) Encountering vehicles carrying oversized or overweight loads, hazardous materials; pedestrians;
(11) Encountering priority vehicles;
(12) In conditions of rain, wind, fog, smoke, dust, slippery road surfaces, muddy roads, with many dirt and debris affecting road traffic safety;
(13) Areas under traffic control organization.
The Law on road traffic order and safety 2024 takes effect in Vietnam from January 1, 2025, with Clause 3 Article 10 taking effect from January 1, 2026.
