From January 1, 2024 will change the basis for consideration and reward for individuals and collectives with achievements in emulation movements to build and defend the Fatherland?
Pursuant to Article 10 of the Law on Emulation and Commendation 2003 of Vietnam, the current bases for consideration of commendation are as follows:
“Article 10.
1. Bases for consideration and conferment of emulation titles:
a/ Emulation movements;
b/ Registration for participation in emulation;
c/ Emulation achievements;
d/ Criteria of emulation titles.
2. Bases for consideration of commendation:
a/ Commendation criteria;
b/ Scope and degree of effect of achievements;
c/ Responsibilities and specific circumstances under which achievements have been recorded.”
According to the above regulations, the current bases for consideration of commendation shall depend on the contents such as commendation criteria; scope and degree of effect of achievements; responsibilities and specific circumstances under which achievements have been recorded.
However, this regulation on the basis for consideration of commendation will expire in the near future. Instead, to consider commendation, it will be based on the bases in Article 10 of the Law on Emulation and Commendation 2022 of Vietnam, which stipulates as follows:
“Article 10. Bases for consideration of commendation:
1. Achievements.
2. Reward criteria.
3. Specific conditions and circumstances under which achievements have been recorded.”
Thus, in the coming time, the bases for consideration of commendation will be based on the following contents: achievements; reward standards; specific conditions and circumstances under which achievements have been recorded.

Are there any changes of some regulations on types of rewards for individuals and collectives with achievements in emulation movements?
Pursuant to Article 13 of Decree 91/2017/ND-CP of Vietnam stipulating as follows:
“Article 13. Types of rewards
1. Commendation according to merits and achievements is a form of commending collectives and individuals for outstanding achievements or excellent completion of assigned tasks, contributing to the cause of national construction and defense.
The level of excellent completion of tasks for collectives and individuals shall be awarded according to regulations on consideration, evaluation and recognition.
2. Commendation in batches (or thematically) means rewards for collectives and individuals that have achieved excellent achievements after the end of an emulation round by the President, the Prime Minister, the Minister, and the Chairman of the People Committee at all levels, heads of agencies, organizations and units launched.
3. Unexpected commendation means rewarding to collectives and individuals for making unexpected achievements.
Unexpected achievements are achievements outside the program, plan or task that the collective or individual must undertake.
Extraordinary exceptional achievement is an extraordinary achievement achieved at a particularly excellent level when courageously saving lives or property of the people or the State or in combat, serving in combat or establishing exceptional achievements in areas recognized by the region or the world.
4. Commendation for the process of dedication is rewarding to individuals who have a history of participating in activities during revolutionary periods, holding leadership and management positions in state agencies, non-business units, political organizations, socio-political organizations with meritorious achievements and contributions to the revolutionary cause of the Party and the nation.
5. Annual commendation means rewarding to individuals belonging to the People's Army and People's Public Security, having achievements and having time to participate in the construction of the people's armed forces according to regulations.
6. External commendation means rewarding foreign collectives and individuals with achievements in contributing to the construction and defense of the Vietnamese Fatherland in one of the following fields: Politics, economy, culture, social, security, national defense, diplomacy or other field.”
However, this regulation will be changed in the near future according to Article 8 of the Law on Emulation and Commendation 2022 of Vietnam as follows:
“Article 8. Commendation types include:
1. Commendation for merits is rewarding to individuals and collectives that regularly make outstanding achievements in the construction and defense of the Fatherland.
2. Unexpected commendation means timely rewarding to individuals, collectives and households for making extraordinary outstanding achievements.
3. Commendation of emulation movements means rewarding individuals, collectives and households with outstanding achievements in emulation movements launched and directed by competent authorities within a specific time or emulation thematically serving the political tasks of the Communist Party and State of Vietnam.
4. Commendation for the process of dedication is rewarding to individuals who have a long process of participating in activities in revolutionary periods or in the construction and defense of the Fatherland, holding leadership and managerial positions in agencies. State, public non-business units, political organizations, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations approved by the Party and State assigned tasks, merits and achievements to contribute to the revolutionary cause of the Party and the nation.
5. Annual commendation means rewarding to individuals of the People's Army and People's Public Security for their achievements and working history in the people's armed forces.
6. External commendation means rewarding to individuals and collectives of Vietnamese residing abroad; foreign individuals and collectives with achievements in contributing to the construction and defense of the Vietnamese Fatherland.”
Accordingly, for the commendation of merit, individuals and collectives must regularly have excellent achievements. As for the reward for the dedication process, in the near future, it will be considered from both sides of participating in revolutionary activities or building and defending the Fatherland, according to current regulations, only in terms of participating in revolutionary network.
What commendation forms are there in the near future?
Pursuant to Article 8 of the Law on Emulation and Commendation 2022 of Vietnam:
“Article 9. Commendation forms include:
1. Order;
2. Medal;
3. State honorable title;
4. "Ho Chi Minh Prize," "State prize";
5. Commemorative medal, badge;
6. Diploma of merit;
7. Certificate of merit.”
According to that, in the near future, there will be 07 commendation forms listed according to the content of the above regulation.
The Law on Emulation and Commendation 2022 of Vietnam will take effect from January 1, 2024.
