What are prohibited acts of tax officials in using the General Department of Taxation's online exam software in Vietnam?
Pursuant to Article 16 of Decision 669/QD-TCT dated 2024, the prohibited acts of tax officials in using the General Department of Taxation's online exam software in Vietnam include:
(1) Unauthorized access to the online exam software.
(2) Exploiting the online exam software or its data for purposes outside the assigned scope, functions, and duties; disseminating information and data contrary to the regulations of the General Department of Taxation and current laws.
(3) Unauthorized deletion, removal, or alteration of the configuration settings of the online exam software that affects the operation of the software system.
(4) Disclosing personal account information, user lists, or software system organization diagrams to unauthorized organizations or individuals.
The above are 04 prohibited actions in the management and use of the General Department of Taxation's online exam software.

Responsibilities in managing and using the online exam software for officials and public employees in Vietnam
Pursuant to Article 14 of Decision 669/QD-TCT dated 2024, the responsibilities of officials and public employees in managing and using the online exam software in Vietnam are as follows:
- Be responsible for the content and accuracy of the information provided on the online exam software; not store, collect, share, or disseminate data on the software against the General Department of Taxation's regulations.
- Manage their account and protect the login password of their personal account on the online exam software; not share their password with others; not allow others to use their account; not log into the software with another's account; change the account password upon the first login and periodically every 06 months to ensure information security during usage. If their password is leaked or they lose control of the account, they must promptly notify the online exam software administration team for immediate rectification.
- Propose updates, amendments, and additions to features of the online exam software with their direct supervisors to notify the Personnel Department for aggregation.
- Notify the Administrator or System Administrator immediately upon detecting individuals or organizations using the online exam software incorrectly, attachments containing viruses or malware, or software issues so they can be addressed.
What are the penalties for violations committed by candidates participating in exam on the Online Exam Software in Vietnam?
Pursuant to Article 17 of Decision 669/QD-TCT dated 2024, violations committed by candidates participating in exam are handled as follows:
Candidates violating regulations on the conduct of exams on the online exam software will be subject to penalties based on the nature and severity of the violation:
- Warning or recording a violation report (Sample 07 - Violation Report on Regulations for Conducting Exams on the Online Exam Software) and deducting 20% of the total exam score for candidates exchanging answers with others. Specifically:
+ First violation: Warning in the exam room.
+ Second violation: Recording a violation report and deducting 20% of the total exam score.
- Recording a violation report and deducting 50% of the total exam score for one of the following acts:
+ Accumulating more than 03 minutes of screen exit time.
+ Using mobile phones, recording devices, cameras, or other communication tools during the exam.
+ Continued violations after being previously warned.
- Disqualification from the exam and annulment of exam results for one of the following acts:
+ Bringing prohibited items into the exam room.
+ Having someone else take the exam on their behalf in any form.
+ Intentionally damaging computers or disrupting the internet connection.
+ Intentionally interfering with or changing the settings of the online exam software affecting its operation during the exam.
+ Bringing equipment or tools that influence the safety of the exam organization.
+ Copying exam data from the online exam system against regulations during the exam; receiving answers or solutions from outside into the exam room.
+ Aggressive or threatening behavior toward individuals performing tasks during the exam or other candidates.
Thus, candidates violating the regulations for conducting exams on the online exam software will be handled according to the nature and severity of the violation:
- Warning or recording a violation report and deducting 20% of the total exam score.
- Recording a violation report and deducting 50% of the total exam score.
- Disqualification from the exam and annulment of exam results.
