In Article 8 of Decree 112/2011/ND-CP of Vietnam as amended by Clause 2, Article 1 of Decree 34/2019/ND-CP of Vietnam, there are regulations on priority subjects in recruiting commune-level civil servants as follows:

Priority in recruitment
1. Subjects and priority points in the exam admission or non-exam admission for commune-level civil servants:
a) Heroes of the armed forces, heroes of labor, war invalids and beneficiaries of policies like class B war invalids and war invalids: 7.5 points will be added to the test scores in round 2;
b) Ethnic minority people, military officers, police officers, professional soldiers, people doing specialized cipher work, children of martyrs, children of war invalids, children of sick soldiers, children of policy beneficiaries such as wounded soldiers, children of war invalids of class B, children of resistance activists infected with toxic chemicals, children of Heroes of the Armed Forces, children of Heroes of Labor: 5 points will be added to the test scores at Round 2;
c) Persons who have completed military service or served a definite term in the people's police force, volunteer youth volunteers, young intellectuals who volunteer to participate in rural and mountainous development, Part-time activities at commune level for full 24 months or more and completed tasks: 2.5 points will be added to the test scores in round 2.
2. In case a candidate joining exam admission or non-exam admission for recruitment of commune-level civil servants falls under many priority categories specified in Clause 1 of this Article, only the highest priority points may be added to the test scores in round 2 specified in Clause 2. Article 11 and Point b, Clause 1, Article 14 of this Decree.

In Article 22 of Decree 112/2011/ND-CP of Vietnam, there are regulations on regimes applicable to commune-level civil servant trainees as follows:

Regimes for trainees
1. Persons who are recruited into commune-level civil servants must carry out the probationary regime to familiarize themselves with the working environment and practice doing the jobs of the recruited civil servant title.
2. The probationary period and benefits during the probationary period comply with the provisions of Point c, Clause 2, Article 5 of the Government's Decree No. 92/2009/ND-CP dated October 22, 2009 on titles, quantity, a number of regimes and policies for cadres and civil servants in communes, wards and townships and those working part-time at commune level.
3. Apprenticeship content:
a) Firmly grasp the provisions of the Law on Cadres and Civil servants on the rights and obligations of civil servants, and what civil servants are prohibited from doing; master the organizational structure, functions, tasks, powers, rules and working regulations of the commune-level People's Committee where they are working and the responsibilities and duties of the recruited civil servant titles;
b) Cultivate professional and professional knowledge and skills as required by the recruited civil servant title;
c) Practice solving and performing tasks of the recruited civil servant title.
4. Do not perform the probationary regime for:
a) Those who have worked with compulsory social insurance contributions equal to or greater than the probationary period specified in Clause 2 of this Article;
b) Commune-level military commanders and commune-level police chiefs.

Exemption from the probationary regime
1. Persons recruited into the title of commune-level civil servant: Office - statistics; Land - construction - urban and environment (for wards and townships) or Land - agriculture - construction and environment (for communes); Accounting financial; Justice - civil status; Socio-cultural, exempt from the probationary regime when fully meeting the following conditions:
a) Having worked for a period of time with compulsory social insurance payment equal to or greater than the probationary period specified in Clause 2, Article 22 of Decree No. 112/2011/ND-CP of Vietnam corresponding to the title of recruited commune-level civil servant;
b) During the period of work with compulsory social insurance payment specified at Point a of this Clause, the recruited commune-level civil servant has performed jobs suitable to the tasks of the recruited commune-level civil servant title.
2. Civil servants working in communes: mountainous, highland, border, island, island communes, deep-lying, remote areas, ethnic minority areas, areas with extremely difficult socio-economic conditions In case of difficulty, the probationary period is entitled to 100% of the starting salary according to the training level. The probationary period is not included in the period of salary increase consideration.
3. Thus, a person recruited as a distant civil servant is exempt from the probationary regime if he has worked with compulsory social insurance contributions equal to or greater than the probationary period.
