What are the criteria for selection to the People's Public Security of Vietnam?
Pursuant to Article 5 of Circular 55/2019/TT-BCA stipulating the criteria for selection to the People's Public Security of Vietnam as follows:
- Political standards
Ensure political standards in accordance with political regulations of cadres and soldiers of the People's Public Security of Vietnam and the following standards:
+ Having strong political bravery, absolute loyalty to the Fatherland, the People, the Party and the State;
+ Having the capacity and responsibility to complete the assigned tasks, ready to fight and sacrifice to protect the Party, State, people and the socialist regime, independence, territorial integrity and national security;
+ Honesty, self-discipline, sense of strict discipline, high sense of revolutionary vigilance, preservation and protection of state secrets.
- Moral qualities: Have good moral qualities and character.
- Diplomas and certificates
Have graduated and been awarded a diploma (or certificate) of graduation and guarantee one of the following standards:
+ Subjects of selection specified in Clause 1 Article 3 of Circular 55/2019/TT-BCA require to graduate from university training or higher.
+ Subjects of selection specified in Clause 2 Article 3 of Circular 55/2019/TT-BCA require graduation from primary, intermediate, college (including vocational intermediate, vocational college), university, master and doctorate.
Selection for professional work in the Police or state staff and management in the fields according to the functions of the People's Public Security of Vietnam only recruits people with university training or higher.
- Age: From full 18 years old to under 30 years old (as of the date of selection decision); citizens with doctoral degrees, level 1 specialists, level 2 specialists, resident doctors, level 1 specialty pharmacists, level 2 specialty pharmacists specializing in medicine, pharmacology and the cases specified in Clause 1 Article 3 of Circular 55/2019/TT-BCA selection up to 35 years old, professorship, associate professor selection up to 40 years old.
-Health:
+ Meet the health criteria for selection into the People's Public Security of Vietnam according to the regulations of the Minister of Public Security and the following regulations:
+ Height: for men from 1m64 or more; for women from 1m58 and above;
+ Vision: vision without glasses in each eye reaches 9-10/10, total vision of 2 eyes reaches from 18-20/10.
+ Recruit citizens with science and technology degrees to arrange scientific and technological work, including: professional techniques, criminal techniques, information, infrastructure, cybersecurity, electronic warfare, teaching at training institutions; persons with doctoral degrees, level 1 specialists, level 2 specialists, resident doctors, level 1 specialty pharmacists, level 2 specialty pharmacists specializing in medicine and pharmacology; have the title of professor or associate professor: lower by 02 (two) cm for each gender compared to the provisions of Point a, Clause 5, Article 3 of Circular 55/2019/TT-BCA; may be nearsighted, farsighted, but not more than 3 inches per eye.
- Aptitude: Citizens selected for placement in police professional units must be calm, sensitive, agile, have a good memory, have the necessary standards of police aptitude prescribed by units under the Ministry of Public Security of Vietnam for each force system (if any).
Thus, regarding health standards when recruiting to the People's Public Security of Vietnam, citizens must meet the following requirements:
- Meet the health criteria for selection into the People's Public Security of Vietnam according to the regulations of the Minister of Public Security and the following regulations:

Colonel Dang Hong Duc: In order to improve the quality of recruitment and the quality of the People's Public Security of Vietnam cadre, the Standing Committee of the Central Committee of Public Security and the leaders of the Ministry of Public Security of Vietnam agreed to the following policy:
Firstly, for conscripted soldiers who have graduated before enlisting and are granted a regular university diploma of Good grade or higher (in the list of majors and majors similar to the list of majors and majors applying for university degree 2 to the People's Public Security of Vietnam).
Or have graduated and been awarded a postgraduate qualification:
In the process of active duty service successfully completing tasks or more and being admitted to the Communist Party of Vietnam, after the expiration of active service in the People's Public Security of Vietnam, they will be transferred directly to professional mode and sent to train diplomas in 2 police professions at People's Public Security of Vietnam schools.
Secondly, for conscripted soldiers who have graduated before enlisting and are granted a regular university diploma of the Medium category (belonging to the list of majors and majors similar to the list of majors and majors applying to the 2nd degree university to the People's Public Security of Vietnam).
In the process of active service successfully completing tasks or more and being admitted to the Communist Party of Vietnam, after the expiration of active service in the People's Public Security of Vietnam, 5 points will be added to the total professional transfer score and sent to train diplomas in 2 police professions at People's Public Security of Vietnam schools after the decision to transfer to prescribed professional mode.
What is the policy on priority points in the selection of People's Public Security of Vietnam?
Pursuant to Article 7 of Circular 55/2019/TT-BCA stipulates as follows:
- Persons who meet the conditions and standards specified in Articles 4 of Circular 55/2019/TT-BCA and Article 5 of Circular 55/2019/TT-BCA shall be entitled to priority points, if they fall into one of the following cases:
+ Having doctoral degrees, level 2 specialists, level 2 specialty pharmacists majoring in medicine and pharmacology: 50 points are added to the total number of admission points.
+ Have a master's degree, a level 1 specialist, a resident doctor, a level 1 specialty pharmacist majoring in medicine, pharmacology or graduated from a good and excellent university: 40 points are added to the total score of the entrance exam or admission.
+ Graduated from university with good grades; graduated from college, intermediate with good and excellent grades; excellent elementary graduate; higher level of training and in accordance with the job position to be recruited (according to selection criteria); ethnic minorities: 30 points are added to the total score of the entrance exam or admission.
+ Winning international and national awards in industries and fields according to the criteria to be recruited: 20 points are added to the total number of admission or admission test scores.
+ Offspring of: Martyrs, invalids, sick soldiers, policy beneficiaries such as invalids, people contaminated with chemical toxins during the war, Heroes of the Armed Forces, Heroes of Labor, officers of the People's Public Security of Vietnam; persons who fulfill their obligations to participate in the People's Public Security of Vietnam: are entitled to add 10 points to the total number of scores for admission or admission.
- In case a person has many priorities specified above, the highest priority score will only be added to the total number of admission or admission test scores.
