Who has the right to request for issuance of copies from master registers in Vietnam?
Pursuant to Decree 23/2015/ND-CP on the issuance of copies from master registers, issuance of certified true copies from originals, authentication of signatures and contracts, issued by the Government dated February 16, 2015 as follows
According to the provisions of Article 16 of Decree 23/2015/ND-CP on organizations and individuals entitled to request for issuance of copies from master registers in Vietnam as follows:
Organizations and individuals entitled to request for issuance of copies from master registers
1. Organizations and individuals that are issued with originals
2. Legal representatives, persons authorized by organizations, individuals
3. Parents, children; spouses, sisters, brothers; successors to deceased holders of originals.
Thus, according to the above regulations, organizations and individuals entitled to request for issuance of copies from master registers include:
- Organizations and individuals that are issued with originals
- Legal representatives, persons authorized by organizations, individuals
- Parents, children; spouses, sisters, brothers; successors to deceased holders of originals.
What are the procedures for issuing copies from master registers in Vietnam?
The procedures for issuing copies from master registers in Vietnam shall be carried out according to the provisions of Article 17 of Decree 23/2015/ND-CP as follows:
- Requesters for issuance of copies from master registers must present originals or any certified true copy of a valid ID card or passport.
In case requesters for issuance of copies from master registers are legal representatives, persons authorized by organizations, individuals; parents, children; spouses, sisters, brothers; successors to deceased holders of originals, the presentation of any document approving relationship with holders of originals is required.
- The agency or organization shall issue copies to requesters in reliance on master registers; information recorded in the copy must be exactly the same as that of the master register. In case the master register is not stored or the master register does not contain information as requested for the copy, the agency or organization shall be responsible for issuing a written reply to requesters.
- In case requesters for issuance of copies from master registers submit their request by post, a certified true copy of the document as defined in Clause 1 of Article 17 of Decree 23/2015/ND-CP, 01 (one) stamped envelope carrying full name and address must be enclosed.
- Time limit for issuance of copies from master registers shall conform to the provisions set out in Article 7 hereof. In case a request for issuance of copies from master registers is submitted by post, the time limit for issuance shall be based on the full receipt of eligible documents.
What is the time limit for issuing copies from master registers in Vietnam?
In Clause 4, Article 17 of Decree 23/2015/ND-CP, there are regulations on the time limit for issuing copies from master registers in Vietnam as follows:

4. Time limit for issuance of copies from master registers shall conform to the provisions set out in Article 7 hereof. In case a request for issuance of copies from master registers is submitted by post, the time limit for issuance shall be based on full receipt of eligible documents.
Thus, pursuant to Article 7 of Decree 23/2015/ND-CP, the time limit for issuance of copies from master registers is determined as follows:
- Issue copies from master registers on the same day the agency or organization receives the request;
- Or within the next working day, if the request is received after 15 hours;
- In case the request for issuance of electronic copies from master registers is sent by post, the time limit shall be made immediately after the agency or organization receives all valid documents according to the postmark.
The above-mentioned time limit shall be extended in the following cases:
- In case certification of true copies is done simultaneously from various kinds of originals or multi-page originals with multiple copies required and information of the primary document is so complicated and hard to check that the specified time limit can not be met:
The time limit shall be extended by no more than 02 (two) working days or longer depending on a written agreement with the requester.
