What is considered a near poor household in Vietnam?
Pursuant to Clause 2, Article 3 of Decree 07/2021/ND-CP stipulating the near poor household in Vietnam as follows:
- In the case of rural areas, a near-poor household is a household with a monthly per capita income of less than VND 1,500,000 and lacks basic social services.
- In the case of urban areas, near-poor households are households with per capita income of less than VND 2 million per month and lack of less than 03 indicators measuring the level of basic social service shortage.

What health benefits do near-poor households receive?
Pursuant to the provisions of Article 1 of Decision 705/QD-TTg in 2013 as follows:
Since January 1, 2013, the state budget will support 100% of health insurance premiums for a number of people from near-poor households according to the national poverty line, including:
1. People from near-poor households have just escaped poverty. The support period is 5 years after escaping poverty. In case a person belonging to a near-poor household has escaped poverty before January 1, 2013 but the time to escape poverty by January 1, 2013 is less than 5 years, for the rest of the time, 100% of the health insurance premium will be supported by the state budget, the minimum support period is 01 year.
2. People from near-poor households living in poor districts according to the Government's Resolution No. 30a/2008/NQ-CP dated December 27, 2008 on the Program to support rapid and sustainable poverty reduction for 61 Poor districts and districts with a high percentage of poor households may apply mechanisms and policies according to the Government's Resolution No. 30a/2008/NQ-CP dated December 27, 2008.
For the remaining near-poor households who are supported by the state budget, the health insurance premiums are specified in Decision No. 797/QD-TTg dated June 26, 2012 of the Prime Minister.
Thus, the state budget supports 100% of health insurance premiums for a number of people from near-poor households according to the national poverty line, including:
- People from near-poor households have just escaped poverty, the support period is 5 years after escaping poverty.
In case a person belonging to a near-poor household has escaped poverty before January 1, 2013 but the time to escape poverty by January 1, 2013 is less than 5 years, for the rest of the time, 100% of the health insurance premium will be supported by the state budget, the minimum support period is 01 year.
- People of near-poor households living in poor districts may apply mechanisms and policies according to Resolution No. 30a/2008/NQ-CP
For the remaining near-poor households, the state budget will support the health insurance premium payment rate as prescribed in Decision 797/QD-TTg in 2012.
Which social benefits do near-poor households enjoy?
Pursuant to Clause 4, Article 5 of Decree 20/2021/ND-CP, Point b, Clause 5, Article 5 of Decree 20/2021/ND-CP, Clause 7 Article 5 of Decree 20/2021/ND-CP stipulating as follows:
Social protection beneficiaries eligible for monthly social benefits in Vietnam

4. Individuals who live in poor, near-poor households and have not married; individuals who are married to spouses that are deceased or missing as per the law and raising children under 16 years of age or children from 16 to 22 years of age that are pursuing formal education, vocational education, professional secondary education, college education or first higher education degrees according to Clause 2 of this Article (hereinafter referred to as “poor single parent”).
5. The elderly who are:

b) from 75 to 80 years of age, living in poor or near-poor households, not specified under Point a of this Clause and living in ethnic minorities in communes, hamlets and mountainous regions;

7. Children under 3 years of age, living in poor households or near-poor households, not specified under Clauses 1, 3, and 6 of this Article and living in ethnic minorities in communes, hamlets and mountainous regions.
At the same time, based on Article 6 of Decree 20/2021/ND-CP stipulating the monthly social benefit as follows:
Monthly social benefits in Vietnam
1. Individuals under Article 5 hereof shall receive monthly social benefits equal to the product of social support standards under Article 4 hereof multiplying with following coefficient:
a) For individuals under Clause 1 Article 5 hereof:
- 2.5 for children under 4 years of age;
- 1.5 for children at 4 years of age or older.
b) 1.5 for individuals under Clause 2 Article 5 hereof.
c) For individuals under Clause 3 Article 5 hereof:
- 2.5 for children under 4 years of age;
- 2.0 for children from 4 years of age to under 16 years of age.
d) For individuals under Clause 4 Article 5 hereof:
1.0 for every child the beneficiaries are raising.
Thus, subjects belonging to near-poor households in Article 5 of Decree 20/2021/ND-CP will receive the corresponding monthly social benefit according to the above regulations.
Are near-poor households entitled to financing for house construction and repair?
Pursuant to the provisions of Clause 1, Article 15 of Decree 20/2021/ND-CP and Clause 3, Article 15 of Decree 20/2021/ND-CP stipulating financing for house construction and repair as follows:
- Poor households, near-poor households and households facing disadvantages when their houses collapse, drift or burn entirely due to natural disasters, fire or other force majeure and having no other place to live shall be considered for financing for house construction with a minimum amount of VND 40,000,000/household.
- Poor households, near-poor households and households having severely damaged houses due to natural disasters, fire or other force majeure which render the houses uninhabitable shall be considered for financing for house repair with a minimum amount of VND 20,000,000/household.
