Which group of candidates is awarded 0.25 points when considering the recognition of high school graduation?

Priority points when considering the recognition of high school graduation are additional points added to a candidate's actual score when considering graduation.

The purpose of awarding priority points is to create favorable conditions for disadvantaged candidates, those studying in specific areas, etc.

However, not all candidates are awarded priority points when considering high school graduation. Only those cases eligible under the law.

According to Clause 1, Article 39 of the Regulation on High School Graduation Exams issued by the Minister of Education and Training, attached to Circular 15/2020/TT-BGDDT, high school graduation recognition is based on three categories: Category 1, Category 2, and Category 3. Among these, Category 1 candidates are normal candidates who do not receive priority points, while Category 2 and Category 3 candidates do receive priority points.

Six groups of candidates belonging to Category 2 are awarded 0.25 points when considering high school graduation as stipulated in Clause 2, Article 39 of the Regulation on High School Graduation Exams issued by the Minister of Education and Training, attached to Circular 15/2020/TT-BGDDT (amended by Clause 18, Article 1 Circular 06/2023/TT-BGDDT) include:

(1) War invalids, diseased soldiers, policy beneficiaries as war invalids, with labor capacity decreased by less than 81% (for continuing education candidates);

(2) Children of war invalids, diseased soldiers, policy beneficiaries as war invalids with labor capacity decreased by less than 81%; National heroes, labor heroes; children of Vietnamese heroic mothers; children of national heroes and labor heroes;

(3) Ethnic minorities;

(4) People of Kinh ethnicity, foreigners residing in Vietnam with permanent residence for three or more years during their high school years in especially difficult communes, border communes, safety zones under the investment program of Program 135 according to Decision No. 135/QD-TTg (measured from the time these communes completed Program 135); especially difficult coastal and island communes; communes in areas I, II, III, and communes with especially difficult hamlets of ethnic minorities and mountainous areas as per current regulations by the Prime Minister or the Minister, Head of the Committee for Ethnic Affairs, studying at high schools not located in urban districts of centrally governed cities for at least 2/3 of the high school period;

(5) Persons affected by toxic chemicals, children of persons affected by toxic chemicals; children of resistance activists affected by toxic chemicals; persons recognized by competent authorities as deformed, handicapped, having decreased self-reliant capacity in living or working due to consequences of toxic chemicals;

(6) Persons aged 35 or older, as of the exam date (for continuing education candidates).

How is the formula for considering high school graduation calculated?

According to Article 41 of the Regulation on High School Graduation Exams issued by the Minister of Education and Training, attached to Circular 15/2020/TT-BGDDT, the high school graduation score includes the scores of the exam papers taken by the candidates to be considered for high school graduation as per point a clause 3, Article 12 of this regulation, priority points, encouragement points (if any), and the average score of the entire 12th-grade year; the score of each exam paper is converted to a 10-point scale to calculate the graduation score.

b) People who have completed the high school program but have not taken the high school graduation exam or who have taken the exam but have not graduated in previous years;

c) People who already have a High School Diploma, people who already have a Diploma in secondary education taking the exam for results as a basis for admission registration;

d) Some special cases decided by the Minister of Education and Training.
