What are the key tasks in the Resolution of the Government-Local Conference and the Government's regular meeting in March 2023?
On April 8, 2023, the Government of Vietnam issued Resolution No. 50/NQ-CP in 2023 at the Government-to-locality Conference and the March 2023 Regular Government Meeting.
According to that, the Government of Vietnam requested to focus on maintaining macroeconomic stability, controlling inflation, promoting growth, ensuring major balances of the economy; drastically remove difficulties and obstacles for production and business; in which, focus on implementing the following main contents:
- Strictly implement the regulations on removing the paper household registration book in Vietnam;
- Consider implementing solutions on exemption, reduction, extension, postponement, extension of taxes, fees, charges and land rent in 2023;
- Finalize the plan to adjust the average retail price of electricity in accordance with the new price bracket;
- Speed up, review and remove difficulties and obstacles for real estate projects;
- Formulate and submit to the Government for promulgation a Decree on encouraging cadres to be dynamic, creative, dare to think, dare to do, dare to make breakthroughs for the common good;
- Strive for the disbursement rate of public investment capital in 2023 to be above 95% of the assigned plan;
- Early support and remove difficulties for production and business activities of enterprises and people;
- Pilot the use of an integrated driver's license on an electronic identification account in Binh Duong;
- Focus on supporting businesses and people to reduce cost pressure and promote production;
- Strive to reduce deposit and lending interest rates;
- Open up the export market for agricultural products;
- Actively prepare for the high school graduation exam and university and college entrance exams in 2023.
- Finalize the National Strategy on anti-corruption to 2030.
- Disbursement of policies to support socio-economic recovery and development reached VND 84 trillion.
- Drastically speed up the allocation and assignment of state budget capital plans to implement 03 national target programs.

Request to strictly comply with the regulations on removing the paper household registration book in Vietnam?
This task is set out in Resolution No. 50/NQ-CP in 2023, assigning ministries, agencies and localities with the following functions, tasks and powers:
- Relevant ministries and agencies shall urgently promulgate legal documents according to the provisions of Decree No. 104/2022/ND-CP of the Government in order to strictly implement the regulations on abolishing the paper household registration book, the paper temporary residence book, and the direction fully and consistently guide the use of population data and personal identification numbers in handling administrative procedures for people in accordance with the 2020 Law on Residence and guiding documents.
In addition, the Government also requires ministries, agencies and localities to perform the following related tasks:
- Reducing, simplifying and promoting decentralization, authorizing localities to handle administrative procedures.
- Ministries, agencies and localities shall promptly review, standardize and restructure administrative procedures; strengthen the settlement of administrative procedures in the electronic environment, provide online public services in accordance with the Government's regulations in Decree No. 45/2020/ND-CP, Decree No. 107/2021/ND-CP and Decree No. 42/2022/ND-CP in a substantive and effective manner; promulgate policies to support and encourage people and businesses to use online public services.
Consider exemption, reduction, extension of taxes, fees, charges, land rent, value added tax in 2023?
This is one of the key tasks that the Government assigns the Ministry of Finance to assume the prime responsibility for, and coordinate with agencies and localities in, in implementing Resolution No. 50/NQ-CP in 2023, specifically as follows:
- Formulate and report to the Prime Minister before April 15, 2023 on the overall plan to operate the expansionary fiscal policy reasonably, focusing on supporting businesses and people to reduce cost pressure, promote push production in the current situation.
- Strictly manage revenue sources, continue to implement solutions to collect correctly, fully and timely collect revenue, expand the revenue base, especially from e-commerce, digital platforms and fight against tax loss; thoroughly save expenses, especially only regularly, cut expenses that are not really urgent.
- Submit to competent authorities before April 15, 2023 for consideration and implementation of solutions on exemption, reduction, extension, postponement, extension of taxes, fees, charges, land rent, land use levy applied for the year 2023, research and propose the reduction of value-added tax.
- Finalize the plan on using sources to increase state budget revenue in 2022 in accordance with the direction of the Standing Government.
- Expeditiously handle value added tax refund issues for businesses;
- Early amend the Law on Corporate Income Tax to put corporate income tax incentives for small and medium enterprises into practice.
- Continue to review, monitor and evaluate Decree No. 08/2023/ND-CP and promptly report to the competent authorities solutions to remove new arising problems in the corporate bond market in order to appropriately and effectively handle existing problems and limitations in accordance with the law.
- Research and urgently propose amendments to the financial autonomy mechanism of public service providers;
- Coordinate with ministries and agencies to finalize policies to promote autonomy of public service providers and socialize public services in eligible fields.
