What are the duties and powers of the National Anti-Terrorism Steering Committee?

As stipulated in Article 6 of Decree 07/2014/ND-CP, the duties and powers of the National Anti-Terrorism Steering Committee are as follows:

- Perform the duties and powers prescribed in Clause 1, Article 13 of the Anti-Terrorism Law 2013.

- Inspect, supervise, and guide the Anti-Terrorism Steering Committees of ministries, sectors, provinces, and centrally-run cities in the implementation of anti-terrorism work.

- Propose the Prime Minister of the Government of Vietnam to issue plans to handle terrorist situations, mechanisms for directing and commanding the handling of terrorist situations.

- Advise the Government of Vietnam and the Prime Minister of the Government of Vietnam on directing the resolution of terrorist incidents in cases where a state of emergency on national security, order, and social safety needs to be declared or when there is a threat to national security, order, and social safety but does not yet require the declaration of a state of emergency.

- Perform other duties and powers as assigned by the Government of Vietnam and the Prime Minister of the Government of Vietnam.

What are the duties and powers of the Anti-Terrorism Steering Committee of the Ministry of Public Security?

Based on Article 7 of Decree 07/2014/ND-CP, the duties and powers of the Anti-Terrorism Steering Committee of the Ministry of Public Security are as follows:

- Assist the Minister of Public Security in organizing and directing the anti-terrorism work of the Ministry of Public Security; cooperate with ministries, sectors, provincial and city People's Committees directly under the central government to implement anti-terrorism work.

- Advise the National Anti-Terrorism Steering Committee on strategies, programs, plans, measures, and solutions for anti-terrorism; handle terrorism, mitigate, and limit the consequences caused by terrorism.

- Assist the National Anti-Terrorism Steering Committee in inspecting, urging, guiding, summarizing, evaluating the implementation of laws, programs, and plans on anti-terrorism; oversee and direct international cooperation on anti-terrorism; urge and direct the inspection of the investigation and verification of serious and complex terrorist cases.

- Coordinate with the Anti-Terrorism Steering Committees of ministries, sectors, provinces, and centrally-run cities in advising on directing the handling of terrorist incidents; implement anti-terrorism plans and exercises approved by competent authorities.

- Advise and assist the Minister of Public Security in monitoring and urging the activities of agencies and units within the People's Police that are assigned anti-terrorism tasks; guide and urge the activities of the Anti-Terrorism Steering Committees of ministries, sectors, provinces, and centrally-run cities.

- Advise the Minister of Public Security on directing the handling of terrorist incidents occurring at targets and areas under the management of the Ministry of Public Security, terrorist incidents occurring in multiple provinces and centrally-run cities, terrorist incidents beyond the capacity of provincial and centrally-run city anti-terrorism forces but not under the cases stipulated in Clause 4, Article 6 of this Decree; direct the mitigation and limitation of the consequences caused by terrorism within the functions and tasks of the Ministry of Public Security.

- Perform other duties and powers as assigned by the Minister of Public Security.

Based on Article 8 of Decree 07/2014/ND-CP, the duties and powers of the Anti-Terrorism Steering Committee of the Ministry of National Defense are as follows:
