Pursuant to Clause 6, Article 2 of Decree No. 01/2023/ND-CP defining the tasks and powers of the Ministry of Culture, Sports and Tourism regarding cultural heritage in Vietnam as follows:
- Submitting to competent authorities to establish national museums and specialized museums under the Ministry of Culture, Sports and Tourism;
- Submitting to the Prime Minister the ranking and adjustment of protected areas for special national monuments; The recommendation of the United Nations Educational, Scientific and Cultural Organization (UNESCO):
Recognizing Vietnam's typical historical-cultural relics and scenic spots as World Cultural and Natural Heritages, and registering Vietnam's typical intangible cultural heritage on heritage lists UNESCO intangible culture;
The recognition of national treasures and permission to bring national treasures abroad for display, exhibition, research or preservation and plans for handling of property as cultural heritage in accordance with the provisions of law;
- Guide and organize the implementation of planning on preservation, restoration and restoration of monuments and archaeological planning after being approved;
- Appraise and submit to the Prime Minister for approval the task of planning and planning, adjusting the planning for preservation, renovation and restoration of world cultural and natural heritages, special national monuments;
- Appraisal of planning tasks and national relic planning; to appraise projects on relic restoration, economic and technical reports on relic restoration for world cultural and natural heritages, special national monuments and national monuments;
Appraisal of projects on renovation and construction of works located outside the relic protection areas that are likely to adversely affect the monuments for national monuments or special national monuments; to appraise the management plan for the world's cultural and natural heritage distributed in the provinces and centrally-run cities;
- Appraise and approve the management plan of the world cultural and natural heritage distributed in the area of 02 provinces or centrally-run cities or more;
- Approve regulations on protection of world cultural and natural heritages distributed in two or more provinces and centrally-run cities;
- Ranking of national monuments, class I museums, adjustment of protected areas for national monuments; register the national intangible cultural heritage; deliver relics, antiquities and national treasures to public museums in accordance with law; certify the conditions for the establishment of national and specialized museums; agreement on ranking class II, class III museums according to the provisions of law;
- Granting permits for archaeological exploration and excavation; granting permission to bring relics and antiquities abroad for display, exhibition, research or preservation; grant permits to overseas Vietnamese, foreign organizations and individuals to research and collect intangible cultural heritage in Vietnam in accordance with law;
- Guiding procedures for registration of relics and antiquities and operation of antiquities assessment establishments;
- Performing the task of state management of documentary heritage;
- Develop mechanisms and policies to mobilize, manage and use resources to protect and promote the value of cultural heritage;
- Guide and inspect activities to protect and promote cultural heritage values.

Pursuant to Clause 7, Article 2 of Decree No. 01/2023/ND-CP defining the tasks and powers of the Ministry of Culture, Sports and Tourism regarding performing arts in Vietnam as follows:
- Guide, organize the implementation and inspect the implementation of the provisions of the law on performing arts activities according to the State management competence of the Ministry;
- Regulations on organization of competitions and festivals of professional art forms;
- Approving, stopping the organization of art performances, contests and festivals of various types of performing arts; cancel the results of competitions and festivals of various types of performing arts within the competence of the Ministry in accordance with law;
- Receive the deposit of phonograms and video recordings with content of artistic performances for commercial purposes of organizations under the central authority as prescribed by law;
- Guide the collection, preservation and organization of introduction and promotion of traditional Vietnamese performing arts values at the national level and the quintessence of world performing arts.
What are the duties and powers of the Ministry of Culture, Sports and Tourism regarding cinematography in Vietnam?
Pursuant to Clause 8, Article 2 of Decree 01/2023/ND-CP defining the duties and powers of the Ministry of Culture, Sports and Tourism regarding cinematography in Vietnam as follows:
- Guide and organize the implementation of the cinematographic industry development strategy after it is approved;
- Organizing national and international film festivals in Vietnam; approve the organization of specialized and thematic film festivals, foreign film days and weeks in Vietnam and Vietnamese film days and weeks abroad;
- Managing the deposit and storage of films and documents and animations produced domestically; depositary foreign films are popularized and distributed in Vietnam;
- Granting and withdrawing licenses in the field of cinematography within the scope of the Ministry's competence in accordance with law.
Decree 01/2023/ND-CP takes effect from February 20, 2023.
