School healthcare workers' salary increase from 2025 upon the implementation of wage reform under Resolution 27?
Are school health workers entitled to a 7% annual salary increase starting from 2025 with the implementation of wage reform?
The Prime Minister of the Government of Vietnam stated that in 2025, the Government of Vietnam will implement a wage policy reform for the public sector according to Resolution 27-NQ/TW in 2018 of the Central Committee starting from July 1, 2024.
Simultaneously, the Government of Vietnam will continue to adjust regional minimum wages and wage policies for the enterprise sector according to regulations.
From 2025 onwards, the average annual salary increase will continue at 7% for officials and public employees as well as armed forces until the lowest wage is equal to or higher than the minimum wage of Region I of the enterprise sector.
Thus, public school health workers will continue to have their wages adjusted with an average annual increase of 7% until the lowest wage is equal to or higher than the minimum wage of Region I of the enterprise sector.
How much will school health workers' salaries increase from 2025 when implementing wage reform according to Resolution 27?
Salary Scale for School Health Workers upon Implementing Wage Reform in 2024
In subsection 3.1 Section 3 Part II of Resolution 27-NQ/TW in 2018 on wage policy reform for officials and public employees and armed forces (public sector) under the new wage structure design includes:
- Basic salary (accounting for about 70% of the total wage fund).- Allowances (accounting for about 30% of the total wage fund).- Supplementary bonuses (bonus fund equivalent to approximately 10% of the total annual wage fund, excluding allowances).
Developing and issuing a new wage scale system based on job positions, titles, and leadership positions to replace the current wage scale; transitioning old wages to the new wages, ensuring they are not lower than current wages, including:
- Developing one professional and career wage scale according to the rank of officials and career titles of public employees applied universally to officials and public employees who do not hold leadership positions; each rank and career title of public employees has multiple wage levels based on the principle of:
For the same level of job complexity, the wage is the same; higher than normal working conditions and professional incentives are addressed through professional allowance policies; rearranging the rank groups and number of steps within the ranks of officials and career titles of public employees, encouraging officials and public employees to enhance their professional and vocational qualifications. Appointment to the rank of officials or career titles of public employees must be associated with the job position and the rank structure of officials and career titles of public employees managed by agencies, organizations, or units managing officials and public employees.
The wage scale for school health workers upon implementing wage reform according to Resolution 27-NQ/TW in 2018 is as follows:

1.
