Implementation and assignment contents to implement the Action Month on drug prevention in 2022 of the Ministry of Labor, War Invalids and Social Affairs of Vietnam?
According to subsection 2, Section II of Official Dispatch 3042/VPCP-KGVX dated May 17, 2022, on assignment of implementation of Action Month on Drug Prevention 2022:
The Ministry of Labor, War Invalids and Social Affairs of Vietnam: Direct to strengthen communication on drug addiction treatment and post-detoxification management, especially in drug rehabilitation establishments and vocational education institutions; build and replicate effective models of drug detoxification and community reintegration after drug detoxification; organize intensive training and guidance to the grassroots level in drug addiction treatment; guide localities to organize voluntary drug detoxification in families and communities according to regulations; organize activities to respond to the Month of Action on Drug Prevention and Control at drug addiction treatment establishments.

According to Official Dispatch 1845/LDTBXH-PCTNXH dated June 3, 2022, implementing the Action Month on Drug Prevention 2022 of the Ministry of Labor, War Invalids and Social Affairs of Vietnam:
- Intensify the organization of communication, dissemination and legal education on drug addiction treatment and post-detoxification management, especially at drug detoxification establishments and vocational education institutions across the country, with the following contents:
+ Thoroughly disseminate and understand the guidelines and policies of the Communist Party and the government and current legal regulations on drug prevention and control, addiction treatment and post-treatment management; especially the new points of the Law on Drug Prevention and Control 2021 of Vietnam and the Government's Decree 116/2021/ND-CP dated December 21, 2021 detailing a number of articles of the Law on Drug Prevention and Control, and the handling administrative violations on Law on drug addiction treatment and post-detoxification management and detailed regulations and enforcement documents.
+ Build and design posters, banners, and communication slogans associated with the theme of the National Committee for AIDS Prevention and Control and the prevention and control of drug evils and prostitution at drug rehabilitation establishments and vocational training institutions in locality.
Organize or coordinate with relevant agencies to organize communication and education activities on drug addiction treatment and management of illegal drug users in communes, wards, townships and agencies, units and schools associated with the theme of the National Committee for AIDS Prevention and Control and the prevention and control of drug and prostitution crimes such as: launching the army, organizing parades, promoting drug prevention and control; focus on integrating the content of communication on drug prevention and control through cultural, artistic, physical training, sports and tourism activities, tourism promotion, etc., focusing on at-risk groups employees, employees in restaurants, business establishments with conditional services; implementing outreach through members of associations, mass organizations, collaborators, volunteers of the Volunteer Social Work Team...; educate youth, pupils and students on drug prevention knowledge and skills at educational institutions; research and integrate the content of drug prevention and control education into educational programs and activities of all levels.
- Promote the implementation and replication of effective operating models, creating conditions to connect drug addicts and illegal drug users to services in the community (psychological counseling, teaching vocational training, job creation, cessation and HIV/AIDS treatment): A model of counseling, legal and social referral for drug addicts with the participation of the Court; Model of military and civilian medicine combined with drug addiction treatment in border communes; Model of Point of advice, care and support for drug addiction treatment in the community; Other local models are being implemented.
- Guide and complete mechanisms and policies to build a new model of drug addiction prevention and control, drug addiction treatment, and community reintegration.
- Organize activities to respond to the month of action to prevent and combat drugs at drug addiction treatment facilities: Organize cultural, artistic and sports exchanges for officials and students in the drug treatment facility; Strengthen counseling activities, seminars to share experiences in drug addiction treatment, support drug addicts to integrate into the community.
Accordingly, in response to the month of action against drugs in 2022, the Ministry of Labor, War Invalids and Social Affairs of Vietnam implemented the above activities. In particular, focus on replicating the model of counseling, legal and social referral support for drug addicts with the participation of the Court.
Purposes and requirements of implementing Drug Prevention Action Month 2022?
According to Official Dispatch 3042/VPCP-KGVX dated May 17, 2022, the purpose of requesting assignment of implementation of Action Month on Drug Prevention 2022 is to:
- Focusing on promoting communication, creating a nationwide anti-drug communication campaign, creating strong changes in the sense of responsibility and actions of the entire political system and social classes in drug prevention and control.
- Actively grasp the situation, prevent and combat drug crimes; improve the quality and effectiveness of detoxification, post-detoxification management, and management of addicts and illegal users of narcotics; contribute to reducing supply, reducing demand and reducing harmful effects of drugs.
- The implementation of Action Month on drug prevention and control must be carried out synchronously; ensure practical, economical efficiency and suitable to the actual situation.
