Implementation Principles

The principles of recruitment and selection are implemented according to the provisions of Article 8 of the Law on professional servicemen, National defense workers, and public employees and the following regulations:

1. Implement the principles of democratic centralism; emphasize the responsibility of the party committee, commanders of agencies, and units,

2. Ensure the right subjects, full conditions, and standards to meet task requirements, staffing, and job positions.

3. Correct authority, procedures, and annual assigned targets.

Thus, the recruitment of professional servicemen, National defense workers, and public employees is implemented according to the principles mentioned above.

Vietnam: What does the application for recruiting professional servicemen, National defense workers, and public employees include?

According to Article 17 of Circular 241/2017/TT-BQP, the application for recruiting professional servicemen, National defense workers, and public employees includes:

- Application form for recruiting professional servicemen, National defense workers, or public employees according to Form No. 2 of the Appendix issued with Circular 241/2017/TT-BQP.

- Self-narrative résumé according to Form No. 3 of the Appendix issued with Circular 241/2017/TT-BQP certified by the People's Committee of the commune, ward, or commune-level town where the applicant has permanent residence within 30 days up to the date of application submission as stipulated.

- A copy of the birth certificate.

- A certified copy of official diplomas, technical, and professional certificates, and transcripts of the entire course. In case the diploma or transcripts are issued by foreign training institutions, they must be translated into Vietnamese and authenticated by competent authorities according to legal regulations.

- Health certificate issued by a competent medical authority within 30 days up to the date of application submission as stipulated.

- Four 4cm x 6cm color photos.

For officials and public employees currently working at state agencies or organizations, in addition to the above documents, the following additional materials are required:

- Certified résumé of the officials and public employees by the agency or organization where they work.

- Assessment and comments on the work process and approval for job transfer by the head of the agency or organization managing the officials and public employees.

- Certified copies of decisions on salary ranking, salary step raising by the competent authority.

- Certified copy of the social insurance book by the competent authority.

Procedures for recruiting professional servicemen, National defense workers, and public employees in Vietnam

According to Article 23 of Circular 241/2017/TT-BQP, the procedures for recruiting professional servicemen, National defense workers, and public employees are as follows:

- Regimental, brigade-level units, and equivalents and above are responsible for:

Announcing to subordinate agencies and units and publicly posting at their workplaces about the subjects, conditions, standards, staffing quota, application, deadline, and location for receiving applications of registrants.

- Eligible, standard-compliant individuals with aspirations shall prepare and submit 01 set of personal documents according to the provisions of Article 17 of Circular 241/2017/TT-BQP to the regiment, brigade-level unit, or equivalent or subordinate units under the Ministry of National Defense.

- No later than 07 working days before the pre-selection, the regiment, brigade-level unit, or equivalent and above shall establish a list of eligible candidates and publicly post the list at their workplaces. They shall consider and report directly to their superior unit in writing to the sub-units of the Ministry of National Defense.

- Sub-units under the Ministry of National Defense shall receive the report and proposed list from the subordinate unit and the application of each registrant; organizing the selection or recruitment examination as stipulated in Article 18 or Article 19 of Circular 241/2017/TT-BQP.

Within 15 days from the date of receipt of the selection results report; the party committee and commanders of the sub-units of the Ministry of National Defense must review and submit a proposed report in writing to the Ministry of National Defense.

- The Military Personnel Department is responsible for receiving the proposed report from the sub-units of the Ministry of National Defense; checking the subjects, conditions, and standards, and verifying the salary arrangement. They shall compile a report for the Chief of the General Staff to submit to the Minister of National Defense for a decision.

- Upon receiving the decision from the Minister of National Defense on the recruitment of professional servicemen, National defense workers, and public employees, within 15 days, the commanders of the sub-units of the Ministry of National Defense shall:

+ Notify in writing the recruited individuals of the time to report at the agency or unit for task reception and military personnel background declaration for management; organizing the announcement and issuance of recruitment decisions to the recruited individuals.
In case the recruited individual does not show up for the task reception or violates the discipline or law resulting in a disciplinary measure from warning and above, the Minister of National Defense shall be reported to cancel the recruitment decision.
+ Organize training, and enhance military knowledge for recruited professional servicemen, National defense workers, and public employees. Upon completion of the training period, the unit commanders of the sub-units of the Ministry of National Defense shall decide on the assignment and utilization according to the management hierarchy.
