Pursuant to Article 13 of Decree 13/2021/ND-CP, the principles for mechanisms and policies for youths aged between full sixteen and eighteen years old in Vietnam are:

- The measures must ensure the adoption of policies provided for in-laws and codes.

- Ensure that regulatory bodies, organizations, and individuals implement youth mechanisms and policies in a transparent and lawful manner.

- Do not allow sex, ethnicity, and religious discrimination in the implementation of youth mechanisms and policies.

- The state and local governments, families, regulatory bodies and units shall enable the youth to develop comprehensively as appropriate to their capacity and age.

- Measures for the implementation of policies for universalization of education for youths aged between full sixteen and eighteen years old:

+ Disseminate policies for universalization of education to encourage the participation of eligible youths;

+ Review and plan for universalization of education for youths;

+ Monitor and provide guidance on the inspection of universalization of education for youths.

- The Ministry of Education and Training shall:

+ Cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union in disseminating and encouraging youths, especially those in ethnic minority areas and mountainous areas, to participate in the universalization of education;

+ Cooperate with People's Committees of provinces and central-affiliated cities in providing direction and guidance on, expediting and inspecting dissemination, encouragement and organization of universalization of education for eligible youths by local governments, educational institutions and vocational education institutions.

- People’s Committees of provinces and central-affiliated cities shall:

+ Cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union in disseminating and encouraging youths who have not completed lower secondary education to participate in the universalization of education;

+ Direct People's Committees at all levels to review and identify the number of youths who have not joined universalization of education; and formulate plans for universalization of education;

+ Proactively allocate and propose funding from local government budget to dissemination, activities, programs, plans and organization of universalization of education for youths to People's Councils at the same level for decision as per existing regulations on budget.

- Educational institutions and vocational education institutions shall:

+ Cooperate with the Ho Chi Minh Communist Youth Union and families in disseminating and encouraging youths to participate in universalization of education;

+ Provide facilities, schools, classes, teachers and conditions necessary for universalization of education.

- Families shall enable youths to learn and join universalization of education.

- Youths aged between full sixteen and eighteen years old who have not joined the universalization of education shall complete the universalization of education.

What are the policies on training and career advice for youths aged between full sixteen and eighteen years old in Vietnam?

Pursuant to Article 16 of Decree 13/2021/ND-CP, the policies on training and career advice for youths aged between full sixteen and eighteen years old in Vietnam are:

- Youths aged between full sixteen and eighteen years old are entitled to:

+ Information and development trends concerning future jobs, professional skills and the labor market;

+ Participate in career advice sessions;

+ Participate in competitions to develop professional skills and have professional practice connected to jobs.

- The Ministry of Education and Training and Ministry of Labor - War Invalids and Social Affairs shall provide People's Committees of provinces and central-affiliated cities, educational institutions and vocational education institutions with guidance on efficient career advice provision and revision to meet the demand of the youth and labor market for each period of time; and organizing and encouraging the youth to participate in professional skill competitions.

- For educational institutions and vocational education institutions:

+ They shall provide career advice as well as information and trends concerning jobs and the labor market to provide career orientation for youths;

+ They may connect with other organizations and units to give training, develop professional skills and provide professional practice connected with jobs for youths as per the law.

- Families shall look up information on jobs and the labor market to help the youth select jobs suitable for their capacity and wishes and the labor demand of society.
