Principles of Appointing Professional Titles for Teachers Retaining Official Designation Codes
Based on the provisions of Clause 6, Article 5 of Circular 08/2023/TT-BGDDT, it is stipulated as follows:

6. In the case where a teacher retains the official designation code, the head of the public service provider shall request the competent authority to appoint the teacher's professional title according to the teaching level they are currently teaching, following the process of reviewing the professional title transfer specified in Clause 5 of this Article. In cases where teachers retain the designation codes with prefixes “15.”, “15a.”, “15c.”, the competent authority shall appoint the new corresponding professional title category based on the guidance for appointing professional titles specified in the Joint Circulars No. 20/2015/TTLT-BGDDT-BNV, 21/2015/TTLT-BGDDT-BNV, 22/2015/TTLT-BGDDT-BNV, 23/2015/TTLT-BGDDT-BNV according to the provisions of Circulars No. 01/2021/TT-BGDDT, 02/2021/TT-BGDDT, 03/2021/TT-BGDDT, 04/2021/TT-BGDDT.
According to the above regulation, in cases where teachers still retain the official designation code, the head of the public service provider shall request the competent authority to appoint the teacher's professional title according to the teaching level they are currently teaching, following the professional title transfer process specified in Clause 5, Article 5 of Circular 08/2023/TT-BGDDT.
In cases where teachers retain the designation codes with prefixes “15.”, “15a.”, “15c.”, the competent authority shall appoint the new corresponding professional title category based on the guidance provided in the above-referenced regulations.

Teachers do not need to submit evidence of performing the duties of their rank when being appointed from the old professional title rank to the new professional title rank?
Based on the provisions of Clause 2, Article 5 of Circular 08/2023/TT-BGDDT, regarding the submission of evidence when performing tasks to be appointed from the old professional title rank to the new professional title rank for teachers of all levels, as follows:

2. The duties of teachers specified for each professional title rank are tasks that teachers perform after being appointed to the rank and throughout the period they hold the rank if assigned by the head of the public service provider. The head of the public service provider may assign teachers higher-level duties if the teacher can perform them. For duties according to the professional title rank that preschools, public primary and secondary schools are not assigned or are unable to perform, the head of the preschool, public primary and secondary schools will decide to convert them to other related tasks to assess the teacher's performance of duties. Teachers are not required to provide evidence of performing duties of the rank when being appointed to the corresponding rank under the provisions of Circulars No. 01/2021/TT-BGDDT, 02/2021/TT-BGDDT, 03/2021/TT-BGDDT, 04/2021/TT-BGDDT.
According to the above regulation, teachers of all levels do not need to provide evidence of performing the duties of their rank when being appointed to the corresponding rank.
Additionally, the head of the public service provider may assign teachers higher-level duties if the teacher can perform them.
For duties associated with the professional title rank that preschools, public primary, and secondary schools are not assigned or are unable to perform, the head of the nursery, primary, and secondary schools will decide to convert them to other related tasks to assess the teacher's performance of duties.
If the training certificate according to the professional titles of teachers is abolished, do teachers still need to take training courses to obtain the training certificate?
Based on the provisions of Clause 3, Article 5 of Circular 08/2023/TT-BGDDT, it is stipulated as follows:

In cases where preschool teachers have one of the training certificates according to the standards of the professional title of preschool teacher rank II, rank III, rank IV; primary school teachers have one of the training certificates according to the standards of the professional title of primary school teacher rank II, rank III, rank IV; secondary school teachers have one of the training certificates according to the standards of the professional title of secondary school teacher rank I, rank II, rank III; high school teachers have one of the training certificates according to the standards of the professional title of high school teacher rank I, rank II, rank III as stipulated by law before June 30, 2022, it is determined that they meet the requirements of the training certificate according to the standards of the professional title of the corresponding teacher rank for each education level, and the certificate can be used when taking the exam or considering the rank promotion of the professional title, and they are not required to take the training courses according to the standards of the professional title of the corresponding teacher rank stipulated in this Circular.
According to the above regulation:
- In cases where preschool teachers have one of the training certificates according to the standards of the professional title of preschool teacher rank 2, rank 3, rank 4 as stipulated by law before June 30, 2022, it is determined that they meet the requirements of the training certificate according to the standards of the professional title of the corresponding teacher rank for each education level, and the certificate can be used when taking the exam or considering the rank promotion of the professional title, and they are not required to take the training courses.
- In cases where primary school teachers have one of the training certificates according to the standards of the professional title of primary school teacher rank 2, rank 3, rank 4 as stipulated by law before June 30, 2022, it is determined that they meet the requirements of the training certificate according to the standards of the professional title of the corresponding teacher rank for each education level, and the certificate can be used when taking the exam or considering the rank promotion of the professional title, and they are not required to take the training courses.
- In cases where secondary school teachers have one of the training certificates according to the standards of the professional title of secondary school teacher rank 1, rank 2, rank 3 as stipulated by law before June 30, 2022, it is determined that they meet the requirements of the training certificate according to the standards of the professional title of the corresponding teacher rank for each education level, and the certificate can be used when taking the exam or considering the rank promotion of the professional title, and they are not required to take the training courses.
- In cases where high school teachers have one of the training certificates according to the standards of the professional title of high school teacher rank 1, rank 2, rank 3 as stipulated by law before June 30, 2022, it is determined that they meet the requirements of the training certificate according to the standards of the professional title of the corresponding teacher rank for each education level, and the certificate can be used when taking the exam or considering the rank promotion of the professional title, and they are not required to take the training courses.
Circular 08/2023/TT-BGDDT comes into effect on May 30, 2023.
