1. Organizations and individuals register for an account on the National Public Service Portal as prescribed in Clause 1, Article 7 of Decree No. 45/2020/ND-CP dated April 8, 2020 of the Government on carrying out administration procedures by electronic means.
2. Register an account directly from the National Public Service Portal
Organizations and individuals that register for an account directly on the National Public Service Portal shall do so when providing identification information corresponding to the registration methods:
a) Applicable to individual account registration by one of the following methods: Through the legitimate mobile subscriber number, Vietnam Social Security number, personal account number registered at a commercial bank; commercial operation in Vietnam, secret key storage device or other legal forms;
b) Applicable to organization's account registration: Through secret key storage device or other legal means.
3. Organizations and individuals use accounts registered with e-identification and identification service providers to log in to the National Public Service Portal.
The registration of an account with an electronic identity provider complies with the law on electronic identification and authentication and civil agreements between organizations and individuals and the provider.
4. Accounts issued by the National Public Service Portal or identification and authentication systems connected to the National Public Service Portal ensure the minimum level of identity in accordance with the law on identity and electronic authentication.

Thus, users of mobile subscriptions used to register an account on the National Public Service Portal should note that the mobile subscriber used to register must be a legitimate mobile subscriber number.
