Pursuant to the provisions of Article 33 of the Law on entry, exit, transit and residence of foreigners in Vietnam 2014 specifically as follows:
Declaration of temporary residence
1. Any foreigner that temporary resides in Vietnam must, via the manager of the lodging establishment, declare his/her temporary residence at the local police authority.
2. The manager of the lodging establishment shall complete the declaration form and submit it to the local police authority within 12 hours (or within 24 hours if the administrative division is in a remote area) since the foreigner arrives at the lodging establishment.
3. Lodging establishments that are hotels must have Internet access or connect to the computer network of the immigration authority affiliated to the provincial police authority to transmit foreigners’ declarations of temporary residence. Other lodging establishments that have Internet access may directly send the foreigners’ declarations of temporary residence to the email address of the immigration authority affiliated to the provincial police authority.
4. Any foreigner that changes his temporary residence or resides at a place other than that written in the temporary residence card must submit a declaration of temporary residence as prescribed in Clause 1 of this Article.
Accordingly, foreigners temporarily residing in Vietnam must go through the person directly managing and operating the operation of the accommodation establishment to declare their temporary residence.
Foreigners subject to temporary residence registration when they change their temporary residence or temporarily reside outside the address stated in their permanent residence card, they must declare their temporary residence.

What are the procedures for temporary residence registration in Vietnam for foreigners?
Pursuant to Article 4 of Circular 53/2016/TT-BCA, Article 5 of Circular 53/2016/TT-BCA, Article 6 of Circular 53/2016/TT-BCA and Article 7 of Circular 53/2016/TT-BCA stipulates that there are ways to register temporary residence for foreigners, specifically as follows:
Method 1: Declaration and acknowledgment of information on temporary residency of foreigners on website
Step 1: Signing up for a declaration account on website
Declarant of temporary residency shall access the website of the immigration office of the police department of the province or central-affiliated city where the relevant accommodation establishment is located (referred to as the website) to sign up an account.
Changes to the information concerning the declaration account shall be updated promptly on the website. The information includes:
- name,
- type,
- address,
- telephone number
- and email address of the accommodation establishment and
- the declarant’s name,
- date of birth,
- telephone number,
- ID card number or citizenship identity card number or passport number
Step 2: Declaration of temporary residency
Declarant of temporary residency shall access the website and log on the declaration account to declare the information on temporary residency.
The declaration of a foreigner's temporary residency on the website shall proceed immediately upon the foreigner’s registration of temporary residency.
The declared information on temporary residency includes:
- the foreigner’s full name,
- gender,
- date of birth,
- nationality,
- passport number or equivalent paper,
- and expected duration of temporary residency.
Step 3: Acknowledgement of information on temporary residency
- The immigration office of the provincial police department shall acknowledge the information on foreigners' temporary residency declared on the website on 24/7 basis;
- Notify border guard stations in border areas where foreigners reside temporarily in local accommodation establishments.
Method 2: Declaration and acknowledgment of information on temporary residency of foreigners declared via temporary residency declaration form
- Declarant of temporary residency shall contact the officer on duty in the police station of the relevant commune, ward or town or the relevant police post (referred to as the communal police) to obtain Form No. NA17 for temporary residency declaration, which is annexed to Circular No. 04/2015/TT-BCA dated January 05, 2015 by the Ministry of Public Security.
- Declarant of temporary residency shall fill in and submit the form by hand to the officer on duty of the communal police of the locality where the accommodation establishment is located in 12 hours or, if the locality is remote, in 24 hours upon the foreigner’s registration of temporary residency.
- The form may be faxed or information may be furnished on phone to the officer on duty of the communal police before the form is submitted by the deadline defined in Section 2 of this Article.
