What Degrees and Certificates are Required for Teachers of Ethnic Minority Languages?
Pursuant to Article 2 Circular 32/2021/TT-BGDDT, the conditions are stipulated as follows:
Conditions for organizing teaching
1. Ethnic minority people in the local area have the desire and need to learn ethnic minority languages in educational institutions.
2. The scripts of ethnic minority languages taught and learned in educational institutions must be traditional scripts that have been widely circulated and used in ethnic communities, identified by specialized agencies, and approved by the Provincial People’s Committee or by scripts issued by the Government of Vietnam. For ethnic minority languages with multiple scripts, the selection of scripts for teaching will be decided by the Ministry of Education and Training.
3. Ethnic minority language programs are issued by the Ministry of Education and Training, and ethnic minority language textbooks are approved by the Ministry of Education and Training.
4. Teachers of ethnic minority languages must meet the standard training qualifications corresponding to the educational level as stipulated in Article 72 of the Education Law 2019. In the event of a shortage of qualified teachers, persons meeting the conditions for teaching at the educational level and having a certificate of training for teaching ethnic minority languages may be utilized.
5. Facilities for ethnic minority language classes must be equipped like other regular classes, meeting the requirements of the general education program. Teaching equipment for ethnic minority languages must be equipped according to the regulations of the Ministry of Education and Training regarding the minimum list of teaching equipment for each ethnic minority language teaching program.
Simultaneously, based on Article 72 of the Education Law 2019, the provisions are as follows:
Standard Qualifications of Educators
1. The standard training qualifications of educators are prescribed as follows:
a) A diploma from a teacher training college or higher for preschool teachers;
b) A bachelor's degree in a teacher training program or higher for primary, lower secondary, and upper secondary teachers.
If a subject lacks teachers with a bachelor's degree in teacher training, a bachelor's degree in a relevant field and a certificate of pedagogical training is required;
c) A master's degree for university-level lecturers; a doctoral degree for lecturers who teach and supervise master's theses or doctoral dissertations;
d) The standard training qualifications for educators in vocational education institutions shall comply with the Vocational Education Law.
Teachers of ethnic minority languages must have the corresponding degrees and certificates for each educational level as follows:
- A diploma from a teacher training college or higher for preschool teachers;- A bachelor's degree in a teacher training program or higher for primary, lower secondary, and upper secondary teachers.
In cases where the subject lacks teachers with a bachelor's degree in a teacher training program, a bachelor's degree in a relevant field and a certificate of pedagogical training is required;
- A master's degree for university-level lecturers; a doctoral degree for lecturers who teach and supervise master's theses or doctoral dissertations.
- In cases of a shortage of qualified teachers, persons meeting the conditions for teaching at the educational level and having a certificate of training for teaching ethnic minority languages may be utilized.
What Degrees and Certificates are Required for Teachers of Ethnic Minority Languages?
How is Teacher Training and Continuing Education Regulated?
Based on the provisions of Article 6 Circular 32/2021/TT-BGDDT, the regulation for teacher training and continuing education is as follows:
- Teachers of ethnic minority languages are trained in teacher training or ethnic minority language majors at higher education institutions. These institutions assigned the task of training teachers must prepare all necessary conditions to launch training programs for ethnic minority language teachers to meet practical requirements.
- Training and continuing education institutions assigned to train ethnic minority language teachers are to compile training materials based on the teacher training program for ethnic minority languages issued by the Ministry of Education and Training.
- Training and continuing education for teachers of ethnic minority languages shall be carried out according to the guidelines of the Ministry of Education and Training.
What Allowances Do Teachers of Ethnic Minority Languages Receive?
Based on Article 7 Circular 32/2021/TT-BGDDT, the provisions are as follows:
Regarding Allowance Policies
1. For the teachers:
a) Teachers who meet the minimum teaching hours, including at least 04 periods per week teaching ethnic minority languages for teachers; at least 02 periods per week teaching ethnic minority languages for principals, vice-principals, and equivalents, are entitled to a job responsibility allowance equal to 0.3 times the statutory pay rate in addition to other allowances as regulated. This allowance policy does not apply to teachers, principals, vice-principals, and equivalents already receiving job responsibility allowances as stipulated in Article 12 of Decree 76/2019/ND-CP dated October 08, 2019, by the Government of Vietnam on policies for officials and public employees, laborers, and those receiving salaries in the armed forces working in areas with special socio-economic difficulties. The job responsibility allowance is paid monthly with the salary and is not used to calculate social insurance, unemployment insurance, or health insurance contributions;
b) In the event that ethnic minority language teachers exceed the stipulated teaching periods, the extra teaching periods will be paid according to the current state regulations.
Teachers of ethnic minority languages are entitled to job responsibility allowances equal to 0.3 times the statutory pay rate in addition to other allowed allowances.
Note: This allowance policy does not apply to teachers, principals, vice-principals, and equivalents already receiving job responsibility allowances as stipulated in Article 12 of Decree 76/2019/ND-CP.
