Students majoring in Psychiatry, Infectious Diseases, and Emergency Resuscitation will receive 100% tuition support
Will students specializing in psychiatry, infectious diseases, and emergency resuscitation receive 100% tuition support?
Based on the provisions of Article 105 of the Law on Medical Examination and Treatment 2023, the state has scholarship policies for students specializing in psychiatry, pathological anatomy, forensic medicine, forensic psychiatry, infectious diseases, and emergency resuscitation as follows:
- Granting study encouragement scholarships to students with sufficient learning and training results to be eligible for scholarships at state health training institutions;
- Granting policy scholarships to students working at medical examination and treatment facilities in socially and economically disadvantaged areas or especially difficult socioeconomic areas.
Additionally, based on Clause 3 Article 105 of the Law on Medical Examination and Treatment 2023, it is stipulated as follows:

3. The state supports students specializing in psychiatry, pathological anatomy, forensic medicine, forensic psychiatry, infectious diseases, and emergency resuscitation as follows:
a) Full tuition support and living cost support throughout the entire course if studying at state health training institutions;
b) Tuition fee support and living cost support throughout the entire course equivalent to the level specified at point a of this clause if studying at private health training institutions.
Thus, according to the above regulations, students specializing in psychiatry, pathological anatomy, forensic medicine, forensic psychiatry, infectious diseases, and emergency resuscitation studying at state health training institutions will be supported with 100% tuition as well as living costs throughout the entire course.
Compared to current regulations, the subjects eligible for 100% tuition support have been expanded to include those specializing in psychiatry, infectious diseases, and emergency resuscitation.

When does the regulation on tuition exemption for students specializing in psychiatry, infectious diseases, and emergency resuscitation take effect?
Based on the enforcement provisions in Article 120 of the Law on Medical Examination and Treatment 2023, it is stated as follows:
Effectiveness
1. This law is effective from January 01, 2024, except for provisions specified in Clauses 3, 4, 5, 6, 7, 8, and 9 of this Article.
2. The Law on Medical Examination and Treatment No. 40/2009/QH12, which has been amended and supplemented by Law No. 21/2017/QH14, ceases to be effective from the date this law takes effect.
3. The National Medical Council shall perform duties of capacity assessment for medical practitioners according to the following regulations:
a) From January 01, 2027 for the position of doctor;
b) From January 01, 2028 for positions of medical assistant, nurse, midwife;
c) From January 01, 2029 for the positions of medical technician, clinical nutritionist, emergency responder, and clinical psychologist.
4. The requirement to meet Vietnamese language proficiency for foreigners stated in point c, Clause 1 of Article 19 and point c, Clause 2 of Article 30 of this law shall be enforced from January 01, 2032.
5. The provision about information technology infrastructure in point d, Clause 2 of Article 52 of this law shall be enforced as follows:
a) From January 01, 2027 for cases submitting applications for operational licensing from January 01, 2027;
b) No later than January 01, 2029 for medical examination and treatment facilities that were operationally licensed before January 01, 2027.
6. The application of quality standards as specified in point a, Clause 1 of Article 57 of this law shall be enforced as follows:
a) From January 01, 2025 for hospitals;
b) From January 01, 2027 for other forms of medical examination and treatment facilities.
7. The provision on technical proficiency in medical examination and treatment in Article 104 of this law shall be enforced from January 01, 2025.
8. The system for managing medical examination and treatment activities should be established and operational before January 01, 2027.
9. Provincial-level Health Departments shall perform new licensing, re-licensing, adjustments, and revocations of operational licenses for private hospitals from January 01, 2027.
The tuition exemption regulation for students specializing in psychiatry, infectious diseases, and emergency resuscitation will be applied from January 01, 2024.
What are the State policies on medical examination and treatment?
Based on Article 4 of the Law on Medical Examination and Treatment 2023, the State policies on medical examination and treatment include:
- The State plays a leading role in the development of medical examination and treatment activities; mobilizes social resources for medical examination and treatment activities.
- Priority is given to allocating the state budget for the following activities:
+ Developing medical examination and treatment facilities at the grassroots level, the emergency response system; focusing on investing in medical examination and treatment facilities in border areas, islands, areas with ethnic minority populations, mountainous regions, socially and economically disadvantaged areas, and especially difficult socioeconomic areas;
+ Medical examination and treatment for people who have contributed to the revolution; children, the elderly, the disabled, poor households, near-poor households; people living in border areas, islands, socially and economically disadvantaged areas, and especially difficult socioeconomic areas; people with mental illnesses, leprosy; people with infectious diseases in Group A; people with infectious diseases in Group B as specified by the Minister of Health;
+ Enhancing the development of medical human resources, especially in the fields of infectious diseases, psychiatry, pathological anatomy, forensic medicine, forensic psychiatry, emergency resuscitation, and other specialized fields, to meet the social-economic development needs and conditions during each period as specified by the Government of Vietnam;
+ Researching, applying science, technology, and digital transformation in medical examination and treatment.
- Encouraging public-private partnerships; incentivizing investments in medical examination and treatment. Medical examination and treatment facilities are given credit incentives to improve the quality of medical examination and treatment; exempted from corporate income tax for undistributed earnings left for reinvestment in medical examination and treatment facilities.
- Investing in medical examination and treatment facilities in socially and economically disadvantaged areas, especially difficult socioeconomic areas, and non-profit medical examination and treatment facilities which are determined to belong to the specially incentivized investment sectors in the List of incentivized investment sectors.
- Implementing policies for personnel rotation with a fixed term between state medical examination and treatment facilities.
- Special treatment policies for practitioners.
- Policies for the development of hospital management and administration human resources.
- Promoting the role of social-professional organizations in medical examination and treatment within medical examination and treatment activities.
- Inheriting and promoting traditional medicine; combining traditional medicine with modern medicine.
- Combining military and civilian medical services in medical examination and treatment.
