According to the provisions of Clause 1, Article 9 of Decree 115/2020/ND-CP (as amended by Clause 4, Article 1 of Decree 85/2023/ND-CP) which references candidates who have passed the official entrance quality assessment:
Form, content, and time of examination
The public employee recruitment exam is conducted in 02 rounds as follows:
1. Round 1: General knowledge test by computerized multiple-choice format. The content of the test consists of 02 parts. Specifically:
a) Part I: General knowledge, 60 questions covering the Law on public employees, guidelines and policies of the Communist Party, policies, and laws on the recruitment sector. Time for completion is 60 minutes.
Candidates who have passed the official entrance quality assessment are exempt from Part I.
b) Part II: Foreign language, 30 questions as required for the job position in one of five languages: English, Russian, French, German, Chinese, or another foreign language requested for the job position. Time for completion is 30 minutes.
For job positions not requiring a foreign language in the educational standards and job description and competency framework, Part II is not organized.
c) The result of Round 1 is determined According to the number of correct answers for each section specified in Sections a and b of this Clause; if the candidate answers correctly at least 50% of the questions in each section, they are eligible to proceed to Round 2.
According to the above provisions, in cases of public employee recruitment by examination, those who have passed the official entrance quality assessment are exempt only from Part I (General knowledge) in Round 1.
Individuals who have passed the official entrance quality assessment must still take the foreign language exam (if required) and proceed to Round 2 according to the recruiting unit's regulations.

a) Exam format: According to the nature, characteristics, and requirements of the job position, the head of the competent recruiting authority shall choose one of the three formats: Oral exam, practical exam, or written exam.
In cases where the written exam format is chosen, they may select one of three types: Multiple-choice, essay, or a combination of multiple-choice and essay.
Thus, the format of the 2-round public employee exam is determined as follows:
- Round 1: Computerized multiple-choice test;
- Round 2: The head of the competent recruiting authority chooses one of the three examination formats: Oral exam, practical exam, or written exam.
In cases where the written exam format is chosen, one of three types may be selected: Multiple-choice, essay, or a combination of multiple-choice and essay.
Under what circumstances is a candidate exempt from the foreign language exam for public employee positions in Vietnam?
According to the provisions of Clause 3, Article 9 of Decree 115/2020/ND-CP as amended by Clause 4, Article 1 of Decree 85/2023/ND-CP, the foreign language exam exemption applies in the following cases:
- Possessing a degree in a foreign language (English, Russian, French, German, Chinese, or another language as required for the job position) at the same or higher educational level compared to the specialized training requirements of the job position applied for.
- Possessing a degree at the same or higher educational level than the specialized training requirements for the job position applied for, and have studied abroad or in a foreign language (English, Russian, French, German, Chinese, or another language as required for the job position) in Vietnam, recognized by a competent authority or automatically recognized according to legal regulations.
- Possessing a specialized degree with an official language proficiency outcome that is equivalent to or higher than the foreign language standards required for the job position applied for.
- Holding a minority language certificate for job positions directly related to ethnic minorities or positions working in ethnic minority regions; being an ethnic minority person applying for a job position directly related to ethnic minorities or positions working in ethnic minority regions.
Note: For job positions that do not require a foreign language in the educational standards, job descriptions, and competency frameworks, the foreign language exam is not organized.
