What Fireworks Can Citizens Use During Tet 2024?
Based on the provisions of Article 17 Decree 137/2020/ND-CP as follows:
Using Fireworks
1. Agencies, organizations, and individuals with full civil capacity may use fireworks under the following circumstances: holidays, Tet, birthdays, weddings, conferences, inaugurations, anniversaries, and in cultural and artistic activities.
2. Agencies, organizations, and individuals using fireworks are only allowed to purchase fireworks from authorized manufacturers and businesses.
According to the provisions of point b, clause 1, Article 3 of Decree 137/2020/ND-CP, fireworks are products that are handcrafted or industrially manufactured. When acted upon by mechanical, thermal, chemical, or electrical stimuli, they create sound, light, and color effects in the air but do not produce any explosive noise.
Individuals with full civil capacity can purchase and use fireworks through authorized manufacturers and businesses.
Currently, only the Company Limited One Member Chemical 21 (Z121 Factory) under the Ministry of National Defense is assigned to produce and supply fireworks in our country. Some Z121 fireworks listed by the Company Limited One Member Chemical 21 of the Ministry of National Defense from August 1, 2023, are as follows:

Thus, during Tet 2024, citizens are allowed to purchase and use specific types of fireworks produced by Z121 Factory under the Ministry of National Defense, including water fountain tubes, sparklers, spinning fireworks, silver waterfalls, tube displays, and flashing displays.
Additionally, these types of fireworks only create eye-catching light and color effects suitable for entertainment purposes and do not produce explosive noise. The purchase and use of fireworks must comply with regulations on age, identification documents, and safe usage.

Notice 5015/TB-LDTBXH on the Official 7-Day Lunar New Year Holiday in 2024
On November 22, 2023, the Minister of Labor, Invalids and Social Affairs issued Notice 5015/TB-LDTBXH in 2023 regarding the lunar new year holiday and National Day holiday in 2024 for officials and public employees and workers issued by the Ministry of Labor, Invalids and Social Affairs.
In Section 1 of Notice 5015/TB-LDTBXH in 2023, the lunar New Year 2024 holiday schedule for officials and public employees is clearly outlined as follows:
1. Officials and public employees and workers in administrative agencies, public service units, political organizations, and socio-political organizations (hereinafter referred to as officials and public employees) will have the lunar New Year 2024 holiday from Thursday, February 8, 2024 (i.e., the 29th of the twelve lunar month year Quy Mao) until the end of Wednesday, February 14, 2024 (i.e., the 5th of the first lunar month year Giap Thin). This break includes 5 days of lunar New Year holiday and 2 days of compensatory weekly rest according to clause 3, Article 111 of the Labor Code.
Officials and public employees will have the lunar New Year 2024 holiday from Thursday, February 8, 2024 (i.e., the 29th of the twelve lunar month year Quy Mao) until the end of Wednesday, February 14, 2024 (i.e., the 5th of the first lunar month year Giap Thin).
Additionally, in Section 5 of Notice 5015/TB-LDTBXH in 2023, it details the lunar New Year 2024 holiday schedule for workers as follows:
5. For workers not covered in clause 1 of this Notice, the employer decides the lunar New Year holiday and National Day holiday schedule for 2024 as follows:
- For the lunar New Year holiday: choose either 1 day at the end of year Quy Mao and 4 days at the beginning of year Giap Thin, or 2 days at the end of year Quy Mao and 3 days at the beginning of year Giap Thin, or 3 days at the end of year Quy Mao and 2 days at the beginning of year Giap Thin.
- For National Day holiday: Monday, September 2, 2024, and choose either Sunday, September 1, 2024, or Tuesday, September 3, 2024.
- Notify employees of the lunar New Year and National Day holiday schedule at least 30 days before implementation.
- If a weekly rest day coincides with a holiday, employees are entitled to compensatory weekly rest on the next working day according to clause 3, Article 111 of the Labor Code.
- Employers are encouraged to apply the same lunar New Year holiday schedule for employees as for officials and public employees.
For employees, the employer decides the lunar New Year holiday 2024 schedule as follows:
Choose either 1 day at the end of year Quy Mao and 4 days at the beginning of year Giap Thin, or 2 days at the end of year Quy Mao and 3 days at the beginning of year Giap Thin, or 3 days at the end of year Quy Mao and 2 days at the beginning of year Giap Thin.

Are Businesses Obliged to Provide Tet Bonuses to Employees in Cash?
First, regarding the definition, a bonus is understood as the amount of money that employees receive based on the annual business performance and the level of work completion of the employees. The bonus mechanism for employees will vary depending on the employer and business owner.
According to Article 104 of the Labor Code 2019 which stipulates bonuses as follows:

1. A bonus is an amount of money or property or in other forms that the employer rewards to employees based on the business performance and work completion level of the employees.
2. The bonus regulations are determined and publicly announced at the workplace by the employer after consulting with the representative organization of employees at the workplace where there is such an organization.
Therefore, employers are not obliged to provide Tet bonuses to employees. Depending on the business situation and the work productivity of the employees, the employer will decide whether to give a Tet bonus or not.
At the same time, according to current regulations, employers are also not required to give Tet bonuses in cash to employees. Instead, employers can reward employees with Tet bonuses in other forms or as assets.
