According to Article 60 of the Road Traffic Law 2008 concerning the age and health of drivers, the following is stipulated:

Age and health of drivers

1. The age of drivers is regulated as follows:

a) Persons aged 16 or older may drive motorcycles with a cylinder capacity of less than 50 cm³;

b) Persons aged 18 or older may drive two-wheeled motorcycles, three-wheeled motorcycles with a cylinder capacity of 50 cm³ or more and similar vehicles; trucks, tractors with a payload of less than 3,500 kg; and passenger cars with up to 9 seats;

c) Persons aged 21 or older may drive trucks and tractors with a payload of 3,500 kg or more; class B2 vehicles towing a trailer (FB2);

d) Persons aged 24 or older may drive passenger cars with 10 to 30 seats; class C vehicles towing trailers or semi-trailers (FC);

đ) Persons aged 27 or older may drive passenger cars with more than 30 seats; class D vehicles towing trailers (FD);

e) The maximum age for drivers of passenger cars with more than 30 seats is 50 years for females and 55 years for males.

2. Drivers must have health suitable for the type and use of the vehicle. The Minister of Health, in cooperation with the Minister of Transport, shall stipulate health standards for drivers, periodic health examinations for automobile drivers, and the regulation of medical facilities conducting health examinations for drivers.

Thus, as per the regulation, persons aged 27 or older may drive passenger cars with more than 30 seats; class D vehicles towing trailers (FD).

According to Clause 12, Article 16 of Circular 12/2017/TT-BGTVT stipulating the classification of driving licenses, the following is stated:

Classification of driving licenses

...

12. Class F licenses are granted to those already holding B2, C, D, and E licenses to operate corresponding motor vehicles towing trailers with a designed payload exceeding 750 kg, semi-trailers, and passenger trailers, as specifically regulated as follows:

a) Class FB2 is granted to drivers of automobiles to operate the vehicles stipulated in class B2 licenses towing trailers and to operate vehicles stipulated for class B1 and B2 licenses;

b) Class FC is granted to drivers of automobiles to operate the vehicles stipulated in class C licenses towing trailers, tractors towing semi-trailers, and to operate vehicles stipulated for class B1, B2, C, and FB2 licenses;

c) Class FD is granted to drivers of automobiles to operate the vehicles stipulated in class D licenses towing trailers and to operate vehicles stipulated for class B1, B2, C, D, and FB2 licenses;

d) Class FE is granted to drivers of automobiles to operate the vehicles stipulated in class E licenses towing trailers and to operate vehicles: passenger trailers and vehicles stipulated for class B1, B2, C, D, E, FB2, FD licenses.

Thus, according to the regulation, a Class FD license is granted to drivers of automobiles to operate the vehicles stipulated in class D licenses towing trailers and to operate vehicles stipulated for class B1, B2, C, D, and FB2 licenses.

Are heart transplant recipients eligible to drive Class FD vehicles according to health regulations?

As stipulated in Group 3, Appendix 1 promulgated with Joint Circular 24/2015/TTLT-BYT-BGTVT on health standards for Class FD drivers, individuals with the following heart conditions do not meet the health standards to drive Class FD vehicles, including:

Cardiovascular conditions

- Hypertension under treatment with a maximum BP of ≥ 180 mmHg and/or a minimum BP of ≥ 100 mmHg.- Hypotension (maximum BP < 90 mmHg) accompanied by a history of symptoms such as dizziness, fatigue, drowsiness, or fainting.- Vascular inflammation or occlusion conditions (arteries and veins), clinically significant vascular malformations affecting the ability to operate and drive cars.- Rhythm disorders: supraventricular tachycardia, ventricular tachycardia, atrial flutter, atrial fibrillation, atrial tachycardia, and sinus tachycardia (> 120 cycles/min), treated but not stable.- Ventricular extrasystole in individuals with structural heart disease and/or of grade III or higher as classified by Lown.- Second degree atrioventricular block or bradycardia with clinical symptoms (even if treated but not stable).- Angina due to coronary artery disease.- Heart transplant recipients.- Post-coronary revascularization intervention.

Thus, according to the regulation, individuals with cardiovascular conditions, specifically heart transplant recipients, do not meet the health standards to drive Class FD vehicles.
