What weather forecast and warning bulletins do Vietnamese seafarers need to watch for information on visibility, wind direction, and weather phenomena at sea?
Pursuant Article 14 of Circular 08/2022/TT-BTNMT stipulates:
“Article 14. Types of marine forecast and warning bulletins
1. An extremely short-term forecast and warning message: the minimum forecast and warning content contain information on the level or value of detailed hydrographic factors for each period from 30 minutes up to 03 hours at a specific place or area and its potential impact on the environment, living conditions, infrastructure, socio-economic activities.
2. Short-term hydrographic forecast and warning bulletins: the forecast and warning content must contain at least information on trends in oceanographic developments within the forecast period, weather phenomena at sea (rain), values of characteristic factors (distant visibility, wind direction, and speed, sea surface state, high water height and time, low water, wave height and direction, speed and direction sea currents in the surface water layer) details for each period from 12 hours to 24 hours in the forecast sea or sea area, specific coastal area and the possibility of occurrence of other dangerous hydrographic phenomena, the ability to affect the environment, living conditions, infrastructure, socio-economic activities.
3. The medium-term hydrographic forecast and warning bulletin: The minimum forecast and warning content contain information on the trend of tidal changes during the forecast period, the value and the time of occurrence of the high water level, low water, detailed sea wave height values for each period from 01 day to 03 days in specific sea areas and the possibility of occurrence of other dangerous marine phenomena, the possibility of impacts to the environment, living conditions, infrastructure, socio-economic activities.
4. Long-term hydrographic forecast and warning bulletins: The minimum forecast and warning content must contain information on the trend of tidal changes within the forecast period, value and time of occurrence of high water level, low water, detailed sea wave height values for each period from 10 days to 15 days in specific waters and the possibility of occurrence of other dangerous marine phenomena, the possibility of impact to the environment, living conditions, infrastructure, socio-economic activities.
5. The weather forecast and warning bulletin: The minimum forecast and warning content contains information on the trend of tide changes in detail for each period from 01 month to 03 months in specific sea areas and the possibility of occurrence of other dangerous hydrographic phenomena, the possibility of impacts on the environment, living conditions, infrastructure, socio-economic activities."
Thus, there are types of weather forecast and warning messages with extremely short duration, short duration, medium duration, long duration, and seasonal duration. Pursuant Article 8 of Circular 08/2022/TT-BTNMT stipulates:
“Article 8. The time limit for forecasts and warnings
1. Extremely short term: forecast, warning up to 12 hours.
2. Short term: forecast, warning from over 12 hours to up to 03 days.
3. Medium term: forecast, warning from over 03 days to a maximum of 10 days.
4. Long term: forecast, warning from over 10 days to a maximum of 01 month.
5. Season duration: forecast, warning from over 01 month to maximum 06 months.”
Thus, based on the duration of the forecast or warning type, to determine the time of occurrence of phenomena or changes according to those forecasts and warnings in accordance with the above provisions.
Thematic forecast bulletins at the request of the user must ensure sufficient information and meet the requirements of the user according to Vietnamese regulations?
Pursuant Article 16 of Circular 08/2022/TT-BTNMT stipulates:
“Article 16. Types of thematic forecast bulletins at the request of users
1. Thematic forecast bulletins at the request of competent state agencies, agencies performing incident and disaster response activities and search and rescue, ensuring national defense and security serving the operation of inter-reservoir operation processes and organizing major national holidays: forecast and warning content must be fully informed and meet usage requirements.
2. Thematic forecast bulletin at the request of the user is different from that specified in Clause 1 of this Article: the forecast and warning contents are made on the basis of an order or agreement between the user and the agency. Agencies, organizations and individuals shall issue bulletins on forecasts and warnings in accordance with the Law on Hydrometeorology and other relevant laws.”
Thus, for a thematic forecast bulletin at the request of a competent state agency, the forecast and warning content must ensure sufficient information and meet usage requirements.
Circular 08/2022/TT-BTNMT comes into force from August 15, 2022.
