According to Subsection 9, Section I of Resolution 124/NQ-CP in 2023, the Government of Vietnam has directed the Ministry of Natural Resources and Environment to undertake the following tasks:

The Ministry of Natural Resources and Environment is to lead and cooperate with relevant agencies and localities to:

- Strengthen resource management and environmental protection; continually review and submit amendments to authorities concerning regulations on the conversion of rice cultivation land, protective forest land, special-use forest land, and mineral exploitation to ensure consistency, efficiency, and alignment with local socio-economic development needs;- Advise and improve mechanisms, policies, and legal frameworks regarding land, particularly the revised Land Law; provide guidance to quickly address legal difficulties related to land procedures and construction material mining for socio-economic development projects and key transportation projects.

- Closely monitor market movements to promptly manage and adjust production to stabilize the supply and prices of essential goods such as food, energy, and other necessities; ensure a steady supply of oil and fuel for the domestic market under all circumstances, preventing sudden price spikes;- Propose plans to the Government of Vietnam and the Prime Minister of the Government of Vietnam to ensure the supply of coal, oil, and liquefied natural gas, and execute Plan VIII on power development, ensuring timelines per the Prime Minister's directives in August 2023;- Proactively develop production plans and operate the power system to ensure electricity supply for production, business, and consumption;- Swiftly propose several energy projects to pilot the implementation of the Political Declaration on establishing a Just Energy Transition Partnership (JETP), reporting to competent authorities for review and decision by September 2023 at the latest;- Effectively implement signed Free Trade Agreements (FTA); strengthen and expand traditional markets while tapping into new and potential markets; enhance negotiations and sign new trade agreements, commitments, and linkages;- Promote and conclude negotiations on the Comprehensive Economic Partnership Agreement (CEPA) between Vietnam and the United Arab Emirates (UAE), ensuring the harmonization of Vietnam's interests; complete procedures to commence FTA negotiations with Egypt, South Africa, and South American countries;- Swiftly implement measures to expedite the customs clearance of import-export goods at the Vietnam-China border, working with the Ministry of Agriculture and Rural Development to negotiate with China to open more markets for Vietnam's advantageous agricultural products in August 2023;- Continue promoting the Vietnamese People Prioritize Using Vietnamese Goods campaign, trade promotion programs, and supply-demand connection activities to develop the domestic market and stimulate consumption; enhance market management efficiency, combat smuggling, trade fraud, and counterfeit goods.
